Job description

The Environmental Planner leads environmental planning and NEPA compliance for the NASA GSFC/WFF environmental program. The role prepares and reviews environmental review documentation, integrates planning into facility projects, and coordinates with NASA stakeholders and regulators to keep the agency in compliance with federal, state, and local requirements. This is a senior technical position requiring deep NEPA experience and strong documentation and administrative-record discipline.
*This position is contingent upon contract award.*
Essential Duties & Responsibilities
  • Prepare and review NEPA documentation - Environmental Assessments (EA), Environmental Impact Statements (EIS), Categorical Exclusions, Environmental & Social Reviews (E&SR), and NEPA sufficiency reviews.
  • Conduct environmental due diligence and impact analysis to support facility projects and real-property actions.
  • Coordinate with NASA environmental staff, project teams, and federal/state/local regulators to integrate environmental planning into project schedules.
  • Maintain environmental documentation and the administrative record, ensuring complete, defensible, and audit-ready files.
  • Develop and maintain environmental planning procedures and work instructions aligned to NASA and regulatory requirements.
  • Support the MOSI / MOSI E&SR service-request review process for proposed center activities.
  • Ensure compliance with federal, state, and local environmental regulations across all planning deliverables.
  • Provide technical input and review for cross-program compliance activities (air, water, waste) where planning intersects with those media.

Qualifications:
  • Bachelor of Science in Environmental Science, Engineering, or a closely related field.
  • 10+ years of direct environmental planning experience.
  • Demonstrated NEPA support experience (EA/EIS, E&SR, environmental review).
  • Stakeholder coordination and project-planning integration experience.
  • Experience ensuring compliance with federal, state, and local regulations.
  • Environmental documentation and administrative-record management experience.
  • Environmental due-diligence and impact-analysis experience.
  • Experience developing planning procedures and work instructions.
  • Must be able to pass a background check and obtain badge access.

Preferred Qualifications:
  • Prior NASA GSFC/WFF or comparable federal-facility NEPA/planning experience.
  • Experience with coastal/Wallops environmental sensitivities and stormwater/discharge planning.
  • GIS proficiency (ArcGIS / ArcGIS Pro) to support spatial analysis and decision-support products.
  • Familiarity with NASA systems and processes (MOSI E&SR, SATERN, IdMAX).
