Summary
The Financial Resources Specialist performs a variety of complex duties and assignments in support of the formulation, allocation, utilization, analysis, and reporting of financial resources necessary to accomplish the mission responsibilities of the state, area, and field offices of Natural Resources Conservation Service (NRCS) for the Arkansas State Office.

  • Provides support, guidance, and assistance to the State Conservationist (STC) and State Leadership Team (SLT).
  • Projecting, planning, allocating, executing fund certification, managing/tracking, and reporting on the financial and technical assistance resources needed to carry out the business of conservation at the state, area and field levels.
  • Analyzes financial information to confirm proper execution of funds in accordance with applicable rules and regulations, and as directed by the state.
  • Coordinates with National Service Delivery Teams (NSDTs) to identify and resolve questions and errors related to budget allocation, execution, reporting and payments.
  • Research and reviews written materials and documentation pertaining to a variety of issues, processes, and programs, to obtain thorough understanding of financial resources issues.

Specialized Experience Requirement for the GS-11: To qualify for the GS-11 level, you must possess at least one year of specialized experience equivalent to the GS-09 level or higher in Federal service, or comparable experience not gained through Federal service. Examples of specialized experience must include:
  • Performing Financial Analysis Performing Analysis,
  • Researching, analyzing, and providing advice, assistance, and guidance on financial resources management; and
  • Assisting with project budget needs and tracking expenditures; -OR-

Substitution of education in lieu of specialized experience for the GS-11 level:
Three (3) years of progressively higher level graduate education leading to a Ph.D. degree or equivalent doctoral degree in Accounting Business Administration and Management, Business and Managerial Economics, Economics, Insurance, Real Estate, Finance, Mathematics, etc. or related degree:

Combination of Education and Experience: A combination of graduate-level education and experience, as described above, may be used to qualify for this position. This combination must have equipped you with the necessary knowledge and/or experience to successfully perform the duties of this position. Combinations of experience and education must total at least 100% as outlined in the OPM Qualifications Policy.
Time-In-Grade Requirement:Current federal employees apply for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. (e.g. one year at the GS-09 level for consideration for the GS-11 grade level).
Specialized Experience Requirement for the GS-12: To qualify for the GS-12 level, you must possess at least one year of specialized experience equivalent to the GS-11 level or higher in Federal service, or comparable experience not gained through Federal service. This experience must include at least one of the following:
  • Projecting budget needs and potential budget surpluses, drafting budget plans, tracking expenditures, managing budget planning tools.
  • Providing guidance and assistance in projecting, planning, allocating, and executing financial resources.
  • Analyzing financial information to confirm proper execution of funds in accordance with applicable rules and regulations.
  • Monitoring financial systems to ensure funds are properly allocated and obligated as apportioned in support of management objectives; and/or
  • Coordinating internal controls processes and financial audit activities.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
