Job description

Overview
We are seeking highly motivated individuals with a strong work ethic to support US Government major Acquisition programs and projects. The position requires no experience but an interest in data analytics and visualization, financial analysis, cost analysis and budget formulation. Successful candidates will have excellent communication, quantitative, research, and analytical skills.
Responsibilities
Data Analytics
  • Analyze monthly Integrated Program Management Reports, including IPMR/IPMDAR submissions and supporting cost and schedule data.
  • Examine program-performance information to identify unfavorable trends, emerging issues, and areas requiring management attention.
  • Apply forecasting and analytical methods to estimate future program performance.
  • Integrate information from program management, scheduling, finance, engineering, and risk-management sources.
  • Validate contractor or program-office data for completeness, accuracy, consistency, and compliance with reporting requirements.
  • Convert large or complicated datasets into well-structured analyses and actionable recommendations.
  • Support recurring program reviews by explaining performance trends and potential impacts.
  • Use analytical tools such as wInsight, Encore Analytics and Microsoft Office applications.

Cost Analysis, Financial Management and Program Management
  • Conduct cost analyses supporting Life Cycle Cost Estimates, Program Office budgets, contract proposals, and other requested cost products.
  • Develop independent government cost estimates and ad hoc estimates to support acquisition, budgeting, and program-management decisions.
  • Provide analytical support for program controls, financial reporting, budget development, and funds execution.
  • Monitor program cost performance and assess whether work is being completed within approved budgets and performance baselines.
  • Analyze monthly cost, schedule, and technical-performance data to identify trends, variances, risks, and emerging financial issues.
  • Integrate financial data with schedule, technical, risk, and program-performance information to provide a comprehensive view of program status.
  • Develop and assess forecasts for estimated costs at completion, remaining program requirements, funding needs, and potential budget shortfalls.
  • Support the preparation, review, and analysis of Program Office budgets, spend plans, execution reports, and funding requirements.
  • Evaluate contractor proposals, cost estimates, and supporting data for reasonableness, completeness, consistency, and compliance with program requirements.
  • Analyze the financial effects of schedule delays, technical issues, scope changes, risks, and opportunities.
  • Provide cost and financial analysis across individual programs, contracts, work breakdown structures, or broader portfolios.
  • Translate complex cost, budget, and program-performance information into clear findings, recommendations, and decision-ready reporting products.
  • Support baseline development, change control, risk and opportunity management, and corrective-action planning.
  • Use analytical tools such as ACEIT, Excel and other Microsoft Office applications

Skills Required
  • 24 semester hours of quantitative course work (mathematics, statistics, engineering, physics, chemistry, etc.)
  • Proficiency in Microsoft Office (Excel, Word, Access, and PowerPoint)
  • Ability to obtain a DoD Secret Clearance
  • Salary Range: $55,000 - $75,000 /Year depending on experience and qualifications

Education
Bachelor's degree required, preferably in math, engineering, business, or the sciences.
