Job Title: IT Business Analyst - Parking Permits

Location: New York, NY
Duration: 1+ Year Contract

Job Summary

We are seeking an experienced IT Business Analyst to support large-scale workflow and asset management initiatives. The selected candidate will work closely with business stakeholders, project teams, developers, architects, and quality assurance teams to analyze business processes, gather and document requirements, and help deliver technology solutions that improve operational efficiency and service delivery.

This role involves supporting the development and enhancement of enterprise applications used for permitting, inspections, infrastructure management, asset tracking, maintenance operations, and related business functions.

Key Responsibilities
  • Analyze business processes, workflows, and operational challenges to identify opportunities for improvement.
  • Gather, document, and validate business requirements through stakeholder interviews, workshops, and discovery sessions.
  • Develop comprehensive Business Requirements Documents (BRDs) and Functional Requirements Documents (FRDs).
  • Translate business needs into detailed functional specifications, use cases, user stories, and acceptance criteria.
  • Perform gap analysis, feasibility assessments, and requirements validation activities.
  • Create process maps, workflow diagrams, user flows, and future-state process documentation.
  • Maintain requirements traceability throughout the project lifecycle.
  • Collaborate with technical teams to clarify requirements and support solution design.
  • Assist in User Acceptance Testing (UAT), including test case creation, validation, and defect tracking.
  • Produce clear and accurate project documentation, system specifications, and process documentation.
  • Support project delivery while adhering to established SDLC methodologies and organizational standards.
  • Build and maintain strong relationships with business stakeholders and subject matter experts.
Required Qualifications
  • Bachelor's degree in Business, Communications, Information Technology, or a related field (or equivalent experience).
  • Minimum 6 years of experience gathering, analyzing, and documenting requirements for mission-critical business applications in web-based or client/server environments.
  • Strong experience facilitating meetings, workshops, and stakeholder discussions.
  • Expertise with Microsoft Office Suite.
  • Excellent written and verbal communication skills.
  • Strong analytical, problem-solving, and decision-making abilities.
  • Experience with requirements elicitation techniques and process-driven analysis methodologies.
  • Knowledge of application development concepts, databases, system design, technical specifications, and enterprise architectures.
  • Experience working within Waterfall, RUP, and Agile SDLC methodologies.
  • Ability to estimate effort, prioritize work, and manage stakeholder expectations effectively.
Preferred Qualifications
  • Strong presentation and leadership skills.
  • Experience with JIRA, Confluence, and Microsoft SharePoint.
  • Previous experience supporting or implementing Salesforce-based applications.
  • Experience working on permitting, licensing, infrastructure, transportation, asset management, or government-related technology projects.
