About the Applications and Data Management TeamThe Applications and Data Management division of State Civil Service serves as the bridge between people, data, and technology. Our team oversees the collection, analysis, and reporting of workforce data that informs decisions across state government. We also manage the storage of the department's records and reports and coordinate educational efforts that help agencies use data with confidence.
Beyond data, we design, support, and improve custom in-house applications that serve our department, human resources offices statewide, and the public through the State Civil Service website. Every project is a chance to translate an idea into a tool that makes government work smarter, faster, and more transparent.
We are seeking candidates in informatics, website development, computer science or data science - professionals who can connect technology with real-world needs. Ideal candidates will bring curiosity, collaboration, and technical problem-solving skills to help design systems that make a measurable impact on Louisiana's workforce.

Minimum QualificationsThree years of experience in information technology; OR
Six years of full-time work experience in any field plus one year of experience in information technology; OR
An associate's degree in information technology plus one year of experience in information technology; OR
A bachelor's degree plus one year of experience in information technology; OR
A bachelor's degree with twenty-four semester hours in an information technology, computer science, engineering, mathematics, or business analytics field; OR
A master's degree.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.
NOTE:
A certification in an approved area may be substituted for the education and/or experience requirements at the time of hire or promotion, provided the appointment is made from a Certificate of Eligibles.

Job Duties and Other InformationJob Duties: - Designs, codes, compiles, tests, debugs and documents new and existing mission-critical applications with varying degrees of complexity.
- Produces efficient and effective code based on gathered requirements using programming technologies (C#, JavaScript, SQL, etc).
- Meets extensively with users to determine needs; writes project, program, and/or system specifications and guidelines.
- Identifies end-user requirements and specifications for software/web development projects.
- Analyzes changes, enhancements and system designs to ensure data integrity and availability.
- Maintains highly critical production systems by identifying, researching, and resolving program, machine, data, or system software problems, frequently interacting with other employees, supervisors, or users.
- Serves as primary backup for agency website in test and production environments. Creates websites, as needed, and user interfaces using standard best practices, while incorporating data from back-end databases and services
Position-Specific Details: Appointment type: Probational appointment (probation in lieu of promotion), detail to special duty, or non-competitive reemployment.
