Job description

Duties * You will develop policies and procedures to ensure information systems reliability and accessibility and to prevent and defend against unauthorized access to systems, networks, and data. * You will conduct risk and vulnerability assessments of planned and installed information systems to identify vulnerabilities, risks, and protection needs. * You will promote awareness of security issues among management and ensuring sound security principles are reflected in organizations' visions and goals. * You will be responsible for the management of complex projects, and initiatives with large scope and meeting tight deadlines. * You will serve as a team leader who works with team members to successfully complete specific tasks, produce work products and services, and meet program objectives. * You will be responsible for supporting team's success by mentoring and guiding the team members in a highly technical field. Qualifications DS-04: Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower grade level (GS-9/10) or pay band (DS-03) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: * Demonstrating use of policies, practices and procedures including cybersecurity, traditional security, personnel security, classification standards, special access program security, NIST SP 800-53 and associated documents, and cybersecurity workforce; * Writing a System Security Plan, developed and managed a Security Control Traceability Matrix, reviewed system Concept of Operation documents for IT and Cybersecurity, worked a POAM for a Special Access Program. * Exercising Project Management principles and application with cloud, server, and desktop-based tools. * Executing agile methodologies and tools for connected or disconnected environments and applying Agile to RMF A&A plans. * Managing IAVM and application of STIGs defined boundaries. * Administering Risk Management Framework (RMF) policy, processes, and tools; AND * Implementing and supporting RMF as applied within the Intelligence Community (IC) and/or Special Access Programs is required. DS-05: Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower grade level (GS-11/12) or pay band (DS-04) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Demonstrating the - DS-04 level qualifications at expert level and: * Administering RMF policy, processes, and tools; * Working within Joint SAP Implementation Guide (JSIG) programs as an IT Lead position Additional qualification information can be found from the following Office of Personnel Management website: 1. IT-related experience demonstrating this competency include: Conducting cyber self-inspections of programs for adherence to the command wide programs and policies and communicating deficiencies or opportunities for improvement to program and command leadership. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: Communicating with engineers and physicists, program managers, external stakeholders, and command leadership, utilizing simple language to express complex ideas to a wide audience with differing levels of familiarity with the subjects being discussed. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: Collaborate with stakeholders to understand strategic cybersecurity requirements and translate them into actionable plans and solutions. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: Driving the design and integration of complex IT solutions ensuring scalability, security, and efficiency across the enterprise. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Education In lieu of experience, the following education is qualifying for the DS-04: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
