Job description

Job Title: Compliance Officer
Department: Compliance
Reports To: Compliance Supervisor / Compliance Assistant Manager / Compliance Manager
Classification: Non-Exempt
Status: Full-Time w/Benefits
Salary Range: $20.00 hourly or DOE
Location: All work must be conducted on-site. Remote or hybrid work arrangements are not allowed.

JOB SUMMARY

Conduct inspections of the gaming facility to ensure compliance with internal controls, policies, regulations, and Title 31 requirements. Prepare, organize, and maintain inspection reports. Investigate potential gaming violations and perform follow-up inspections as needed. Coordinate with supervisors to assist with job assignments, training, and project management.

ESSENTIAL DUTIES

  • Monitor all gaming activities within the facility on a daily basis to ensure compliance with Tribal Gaming Regulations, the Tribal Gaming Ordinance, NIGC MICS (25 CFR Parts 542 and 543), internal controls, and Title 31 (BSA/AML) requirements.
  • Observe, document, and report any violations, irregularities, or deviations from established policies, procedures, and regulatory standards.
  • Conduct routine, random, and assigned inspections of the gaming facility to verify compliance across gaming and non-gaming operations.
  • Receive, document, verify, and control gaming device software media, ensuring authenticity, proper authorization, and secure transfer to the gaming facility.
  • Assist the Slot Department with gaming device shipments, verifying shipments against approved permits and supporting installation, conversion, and removal of gaming devices in accordance with Commission approvals.
  • Perform and assist with key chipping, machine conversions, M-list verifications, and bill validator testing to ensure compliance with technical standards.
  • Monitor and document gaming machine downtime and report irregularities or trends as required.
  • Conduct table games card inventory inspections on a scheduled and assigned basis.
  • Collect and process gaming licenses from casino employees who are suspended, terminated, or separated, ensuring proper accountability and documentation.
  • Maintain strict confidentiality of all regulatory, investigative, and operational information within the Gaming Commission.
  • Prepare and submit daily shift reports and other required documentation accurately and in a timely manner.
  • Maintain control and oversight of access to sensitive areas of gaming devices and related equipment, ensuring compliance with access control requirements.
  • Inspect gaming equipment and supplies to ensure integrity and compliance with approved technical standards.
  • Monitor non-gaming departments and related activities, as assigned, to ensure compliance with applicable policies and regulatory requirements.
  • Prepare detailed reports and conduct follow-up investigations on identified violations, discrepancies, or deficiencies.
  • Coordinate and collaborate with Audit, Surveillance, and Investigations to support integrated regulatory oversight.
  • Interface with external regulatory agencies or law enforcement, as authorized, to support investigations or compliance matters.
  • Inspect and monitor facility compliance with applicable environmental, health, and safety requirements, as assigned.
  • Provide guidance and on-the-job training to less experienced Compliance Officers in regulatory procedures, testing equipment use, and compliance practices.
  • Attend required meetings, seminars, and training sessions, including travel as necessary.
  • Perform additional related duties as assigned to support departmental operations and the mission of the Tribal Gaming Commission.

MINIMUM QUALIFICATIONS

  • Minimum four (4) years of gaming-related experience required.
  • Successful completion of an entry-level compliance or regulatory training program.
  • Ability to learn, interpret, and apply Tribal, Federal, and State gaming laws and regulations, including internal controls and gaming facility policies.
  • Ability to become proficient in gaming device software verification procedures, slot machine installation processes, and completion of required daily compliance reports.
  • Licensing and Employment Requirements
  • Valid California Driver's License and an acceptable driving record.
  • Ability to travel regionally as required for training or operational needs.
  • Must successfully pass a pre-employment background investigation and drug screening.
  • Must be able to obtain and maintain a Tribal Gaming License.

PREFERRED QUALIFICATIONS

  • Working knowledge or ability to quickly develop proficiency in Tribal Gaming Regulations, the Tribal GamingOrdinance, and NIGC MICS (25 CFR Parts 542 and 543).
  • Basic understanding of gaming operations, internal controls, and regulatory compliance practices.
  • Ability to learn and operate software verification tools, testing devices, and compliance-related equipment.
  • Proficiency in basic arithmetic and computer applications, including Microsoft Office (Word, Excel, and email systems).
  • Strong attention to detail with the ability to accurately document observations, complete reports, and identify discrepancies.
  • Effective written and verbal communication skills.
  • Ability to maintain strict confidentiality and handle sensitive regulatory information with discretion.
  • Ability to work independently and as part of a team in a fast-paced, regulated environment.
  • Availability to work flexible schedules, including evenings, weekends, and holidays, as operational needs require.

PRCI Tribal Preference:

In accordance with applicable Tribal law and Title VII of the Civil Rights Act of 1964, the Picayune Rancheria of the Chukchansi Indians (PRCI) Administration provides employment preference to enrolled PRCI Tribal Members. To qualify, applicants must submit valid proof of enrollment. Tribal Members who meet the minimum qualifications will be given preference in hiring, promotion, transfer, and layoff decisions. During the interview process, PRCI Tribal Members will receive an additional 7.5 points (10% of the 75-point interview rubric). Non-PRCI Native American candidates will receive an additional 5 points (6.7% of the total points) in accordance with Indian Preference guidelines.
