General Purpose

The Unarmed Security Officer is responsible for helping maintain a safe and secure environment for residents, visitors, employees, and property owned or managed by the Stark Metropolitan Housing Authority (SMHA). The position provides a visible security presence, patrols assigned areas, responds to incidents and emergencies, investigates complaints and suspected violations, monitors security systems, and documents activities. The Unarmed Security Officer supports SMHA's mission by promoting compliance with agency policies, protecting assets, and fostering positive relationships with residents and community partners.

Essential Duties and Responsibilities
• Patrol assigned SMHA properties, buildings, parking areas, and common areas to observe, deter, and report illegal, unsafe, or unauthorized activities, including violations of lease agreements and house rules.
• Maintain a visible security presence and interact professionally with residents, visitors, staff, and community partners to promote a safe and secure living environment.
• Respond to incidents, complaints, disturbances, emergencies, and reports of suspected criminal activity, theft, fraud, property damage, or program violations, and notify appropriate authorities when necessary.
• Conduct preliminary investigations; gather relevant information; document findings; preserve evidence when applicable; and prepare accurate incident, activity, and investigation reports.
• Monitor security cameras, surveillance systems, and access points; review recorded footage and report suspicious or concerning activity.
• Assist with lease enforcement activities, resident setouts, parking enforcement, property inspections, and other compliancerelated assignments as directed.
• Secure assigned facilities and property by conducting building checks, monitoring entrances, and responding to emergencies such as fires, floods, power outages, or other safety concerns.
• Maintain accurate records, logs, reports, and documentation related to patrols, incidents, investigations, and security activities.
• Work cooperatively with law enforcement, emergency responders, SMHA departments, residents, and community organizations to address safety and security concerns.
• Maintain knowledge of SMHA policies and procedures, applicable laws, safety practices, and security protocols through ongoing training and professional development.
• Maintain reliable attendance and flexibility to occasionally work evenings for afterhours meetings as required.
• Perform other duties as assigned.
Education, Experience, and Certifications
• High school diploma or GED required.
• Minimum of two (2) years of experience in security, law enforcement, military service, investigations, property management, code enforcement, or a related field; or an equivalent combination of education, training, and experience.
• Valid Ohio driver's license and must be insurable under SMHA policy.
• CPR, First Aid, and AED certification preferred.
• Ohio private security training or certification preferred.
Knowledge, Skills, and Abilities
• Knowledge of security procedures, techniques, and report writing.
• Ability to observe, assess, and document situations accurately and objectively.
• Strong conflict resolution, deescalation techniques, and problemsolving skills.
• Ability to exercise sound judgment and maintain professionalism during stressful situations.
• Strong verbal and written communication skills.
• Ability to maintain confidentiality and handle sensitive information appropriately.
• Proficiency with computer systems, databases, email, internet applications, Microsoft Office Suite, and security monitoring software.
• Ability to learn and effectively utilize additional software and technology as required.
• Ability to establish and maintain effective working relationships with residents, employees, law enforcement agencies, and the public.
Physical Requirements
• Frequently walk, stand, climb stairs, and patrol indoor and outdoor areas.
• Ability to sit, stand, bend, kneel, crouch, and reach as necessary to perform inspections and security duties.
• Ability to operate a motor vehicle and travel between SMHA locations.
• Ability to lift, carry, push, or pull up to 40 pounds occasionally.
• Ability to observe surroundings, read reports and computer screens, and communicate effectively in person, by radio, and by telephone.
Working Conditions
• Work is performed in both office and outdoor environments.
• Regular travel throughout SMHA properties and facilities is required.
• Exposure to varying weather conditions, including heat, cold, rain, snow, and wind.
• Frequent interaction with residents, visitors, contractors, law enforcement personnel, and the general public.
• May encounter hostile, confrontational, or potentially dangerous situations requiring sound judgment and professionalism.
• Moderate noise levels with occasional exposure to emergency or highstress situations.
