Job description

Job Overview
The Specialist, Storage Compliance and Risk reports to the Manager of Storage Services and provides internal expertise in the areas of PHMSA Compliance specifically related to storage facilities and the comprehensive oversight of the storage risk evaluation associated with the Companys Storage Integrity Management Program (SIMP). In performing these duties, this position maintains and derives information critical for the processes involved in complying with 49 CFR 192, FERC, API RP 1171, the Companys Storage Integrity Management Plan and all policies and procedures. This position assists in various activities related to storage compliance and safety, including staying informed of current and emerging rules and conducting internal and external audits. This position provides high-level technical assistance and support to various company departments to ensure Storage Services remains in compliance with applicable regulations and Company procedures. Additionally, the position will perform other Storage Services work as assigned.

  • PHMSA Compliance
    • Assist with maintaining and enhancing - project documentation, project workplans, regulatory paperwork (Federal and State level), MIT documentation, pipe tally, cementing records
    • Assist with and compile - material receiving and documentation (MTRs, Certs, etc..), Veriforce documentation, contractor qualifications, contractor equipment certifications, safety documentation
    • Assist, maintain and enhance - MOCs, technical close documentation (preparation, review, and submittal)
    • Liaison with Integrity Management and PHMSA Compliance team to ensure all PHMSA documentation and reports for PHMSA Compliance is complete and accurate and to ensure all compliance deadlines are met
    • Monitor regulatory initiatives, estimate potential impacts to company and ensure utilization of the latest versions of regulations
  • Communication
    • Support and assist in maintaining Storage Assessment Plan
    • Assist with generating and maintaining performance measures for governmental and company reporting
    • Assist Storage Services, Integrity & Compliance, and Operation groups in data prioritization and collection
    • Compile reports and presentations
    • Document activities related to risk scores and other
  • Storage Risk Model
    • Assist in maintenance and running storage risk model as required to support SIMP
    • Quality assurance of data and related documentation
    • Verifying information in OSI Next database and Storage SharePoint site
    • Maintaining performance measures of leading and lagging indicators
    • Assist with data retention on shared drive and transition of data to SharePoint or OSI Next.
    • Evaluate risk scenarios for upcoming assessment and P&M measures
    • Responsible for continual improvement of risk model through documentation and justification of current risk variable and attribute scoring in addition to future improvements.
    • Support Storage Services in performing activities and meeting deadlines as needed
  • Internal Compliance
    • Assurance of Authorization for Work (AFW)
    • Assist with landowner notifications, and other requirements
  • Policy and Procedure
    • Assist developing and enhancing procedures based upon rule changes or perceived needs
    • Support all O&M Manual and IMP Policies and Procedures from a risk model perspective
  • Audit
    • Assist with periodic gaps analysis and evaluation of processes related to the risk program
    • Ensure Risk Model and associated activities adhere to PHMSA Storage Final Rule
    • Assist with audits on risk model and support databases
    • Participate in and/or lead PHMSA Storage audits
    • Other duties as assigned

Minimum Qualification
  • Bachelor of Science degree in a relevant engineering discipline or related technical field or or combination of work experience and education in place of
  • Entry-level experience in compliance or a related field
  • Willingness to learn new technical concepts and skills
  • Strong written and verbal communication skills
  • Strong attention to detail
  • Experience using Microsoft Office or equivalent software
  • Experience researching, compiling, and analyzing technical information
  • Experience working independently while managing a variety of work tasks
  • Ability to work independently in a scheduled, structured, deadline-driven environment
  • Adaptability and flexibility in work assignments and schedule

Preferred Qualification
  • Bachelor of Science degree in a relevant engineering discipline
  • Experience with natural gas storage, well workovers, reservoir engineering and oil field work
  • Experience researching, analyzing, and compiling regulatory information
  • Experience with FERC regulated natural gas pipelines
  • Excellent interpersonal skills (interacting with individuals at all levels within organization)
  • Knowledge of company policies and gas pipeline operations preferred
  • Knowledge of Company O&M and IMP policies
  • Knowledge of and experience with PHMSA Gas Storage rules and regulations, API RP 1171 and other natural gas storage integrity concepts
  • Knowledge of Safety Management Systems (API RP 1173)
  • Knowledge of Risk Models and risk fundamentals

  • Ability to work extended hours and scheduling flexibility when job demands require
  • Ability to work in varying office environments (e.g., outside, open office)
  • Ability to work and effectively prioritize in a fast-paced environment
  • Ability to travel up to 30% average, by car and/or plane
