Job description

Introduction
The Wisconsin Department of Children and Families (DCF), Division of Milwaukee Child Welfare (DMCW), Bureau of Research, Analytics, and Programs (BRAP) is currently recruiting to fill a Program and Policy Analyst - Advanced position in Milwaukee, WI. This position is headquartered at our Milwaukee DCF office and may allow hybrid work for a portion of the work schedule up to 95% depending on the employee's preference and needs of the work unit. This schedule may change based on training or operational needs. Any hybrid work flexibility that may be available will be discussed in more detail in the interview process.
For positions that do allow hybrid work flexibility, employees may need to report to a DCF office location on short notice. There is no mileage reimbursement when traveling to the headquarter location. Employees need to report to the 635 N 26th St. Milwaukee, WI office on their first day for onboarding and orientation.

Position Summary
Under the general direction of the Bureau of Research, Analytics, and Programs (BRAP) Child Welfare Program and Policy Supervisor, this position evaluates, monitors, and provides direction to the ongoing program partners and associated service providers, aiding in the coordination of child welfare programs and program effectiveness measures on behalf of the Division of Milwaukee Child Welfare (DMCW) within the Wisconsin Department of Children and Families (DCF).
This position will be a direct aid to the Child Welfare Program and Policy Section (CWPPS) Section Manager in areas of data collection, evaluation, and program maintenance; determination of programmatic performance outcomes and successful coordination with quality improvement plans to ensure child safety, increase stability and permanence, and increase well-being through the implementation of sound practice and adherence to policies. This position will assist with the implementation of and compliance with state and federal laws, WI Administrative Rules, and DMCW policies and procedures.
This position is a resource, subject matter expert and liaison to the contracted child welfare case management agencies, and child welfare program and policy-related agencies, to ensure that child protective services are provided through a coordinated delivery system. This position must have sufficient expertise to manage the issues inherent in the overall system design and the authority to intervene, when necessary, around a wide range of program/system issues. The position will ensure that appropriate services are provided to the children of Milwaukee County to provide them with safe, nurturing and permanent families.

Salary Information
The classification title for this position is Program and Policy Analyst-Advanced. The starting salary is between $37.00 and $43.00 per hour ($79,960 and $89,440 annually), depending on qualification s. Pay for current State of WI employees will be based on the compensation plan in effect at the time of the appointment. Pay for current state employees who are transferring will be determined based upon the pay on transfer rules (higher level duties or equity) as outlined in the compensation plan in effect at the time of appointment.
The pay schedule/range is 07-03. A one-year probationary period may be required.
Job Details
Due to the nature of the position, final candidates may be required to allow DCF to conduct a security background check to determine whether the circumstances of any pending charges or convictions would be substantially related to the job being filled.
Applicants must be legally entitled to work in the United States (i.e., a citizen or national of the U.S., a lawful permanent resident, an alien authorized to work in the U.S. without DCF sponsorship.) The Department of Children and Families does not sponsor visas, either at time of hire or at any later time.
Qualifications
Minimally qualified applicants will have:
  • Experience with complex program and policy evaluation, development and implementation (problem definition, design, implementation, and continuous evaluation to ensure effectiveness, efficiency, and accountability)
  • Community engagement experience with positive relationship building
  • Experience interpreting data and research reports
Well-qualified applicants will have:
  • Experience synthesizing complex information into Memos, Policy Briefs, or White Papers
  • Experience overseeing (manage/supervise to ensure running smoothly and efficiently) programs, contracts or grants of different sizes
  • Experience developing or utilizing program improvement (assessing process, setting clear objectives, data collection and analysis, developing improvement strategies, implementing changes, monitoring and evaluating) or corrective action plans
