Department Focus and Job Summary

The overarching philosophy will be “Right the First Time” in everything we do and produce and driving towards perfection. Hidden problems and trends will be made visual, and continuously improved.

The candidate must be highly organized and have a high level of attention to detail. The Quality Engineer works with either the Quick Response Team (QRT) or as a Specialist and will be responsible for the review and approval of objective evidence for quality of examination, inspection, and test results for conformance / compliance to Code, Energy Steel, and customer purchase order requirements. The QE compiles the Energy Steel certification documents and releases material for further processing or shipment based upon the results of the required approvals contained therein. All QA Department personnel have the authority to stop shipment and/or designate material as nonconforming, make determinations, and implement solutions to nonconformances.

The Quality Engineer will help oversee and maintain our Quality programs in accordance with the ASME Boiler and Pressure Vessel Code (B&PVC) and other recognized standards. The ideal candidate will bridge the gap between design, manufacturing, and regulatory compliance, ensuring our ASME Section III and Section VIII products meet the highest standards of safety, quality, and traceability.

Job Description and Duties

Provides a high level of quality engineering work involving broad assignments at an engineered product company active in critical to function equipment design. Qualified candidates are able to plan, complete, and direct quality engineering work associated with improving and maintaining the Quality Program. They establish priorities for work assigned and effectively completes their tasks. Provides work direction and technical expertise to those department personnel engaged in tasks assigned.

All Quality Engineering work is completed in accordance with Energy Steel’s Quality Principles
  • Understand customers’ business objectives as well as their technical requirements
  • Agree what can be delivered in what timeframe and develop a plan on how delivery can be met
  • Work co-operatively with all departments and suppliers to exceed customer expectations

Principal duties performed in collaboration with the Quality Assurance Supervisor consist of, but are not limited to
  • Working with the QAD and Engineering Manager as needed, to translate the customer defined quality requirements into the required job package and quality documentation of ES, to support the preparation of quotes and then in the implementation of the order. Many of these activities will require close collaboration with contract management, design engineering, and manufacturing personnel.
  • Reviewing and updating documents and drawings for compliance with ASME Code, customer design specifications and consistent with the ES current program. Creating new documentation to support the same.
  • Generate the final documentation/certification package for the customer.
  • Review and approve OEM Checklists and attachments for applicability and completeness.
  • Review Material Test Reports for compliance to order and specification requirements.
  • Review and approve supplier purchase orders for content and inclusion of quality and applicable Code, and customer requirements.
  • Review and verify shop travelers prior to release to operations.
  • Review and verify completion of shop traveler; hold/witness points, inspection/test, sign-offs, and release for further internal or external processing as depicted on the traveler.
  • Create and Review work instructions to assure they contain the applicable quality requirements and meet all requirements of the Energy Steel QA Program, regulatory requirements, construction codes, and the customer purchase order.
  • Assist other departments in response to Quality questions as required.
  • Disposition Nonconformance Reports, in collaboration with engineering and manufacturing, identifying and managing risks jointly to support the production schedule.
  • Drive reduction in nonconformance reports.
  • Creating and driving completion of corrective actions.
  • Participation of external surveys and audits – such as ASME, ISO, NUPIC, Customer, Order surveillance.
  • Participation in internal audits.
  • Knowledge or ability to develop knowledge in ASME Code activities – such as welding, hydrostatic testing, Non-Destructive Examination (NDE), Code Stamping, and Authorized Nuclear Inspector (ANI) interface.
  • Procedure development in relationship with Quality Program requirements.
  • Provide oversight for Employee training as required.
  • Generate quality reports and documentation as needed.
  • Knowledge of various Codes, regulations & standards to which HTI has committed to compliance.
  • Other related duties as required.

To perform the assigned duties well, it is necessary for the QE to develop personal relationships, as well as analytical skills, competency in reading, understanding, and translating customer technical and quality requirements, enabling the Quality Engineer to grow and be effective in the quality program.

Secondary duties performed in collaboration with the Quality team consist of, but are not limited to
  • Assist other Quality Engineer’s during absences and high workflow periods as required
  • Substitutes for documentation coordinator and inspection activities during absences and during high workflow periods as required.
  • Executes quality plans, controls, and ensures product and process quality assurance in accordance with quality program, regulation, and contractual requirements.
  • Assists the QA Director in implementing quality program and customer contract requirements. Including tracking, analyzing, reporting and problem solving. Responsible to drive down the cost of quality from both internally and externally made product and services. Major focus will be on costs from NC’s, CAR’s and warranties.
  • Participation in nuclear/quality related user groups and conferences (ASME, NIAC, NUPIC, etc).
  • Emergency after-hours QA Department support.
Minimum qualifications
  • Due to Federal Contract requirements, US Citizenship is required for this position.
  • Bachelor’s degree in Engineering, Quality Assurance, or a related field - OR
  • 2-5 years’ of work experience in quality control inspection or quality program implementation with an Associate’s degree in Engineering, Quality Assurance, or a related field - OR
  • 8-10 years’ of experience in quality control inspection or quality program implementation.
  • Basic understanding of problem-solving and quality improvement tools and techniques. This includes knowledge of management and planning tools, quality tools, preventive and corrective actions, and how to overcome barriers to quality improvements.
  • Basic understanding of quality philosophies, principles, systems, methods, tools, standards, organizational and team dynamics, customer expectations and satisfaction, supplier relations and performance, leadership, training, interpersonal relationships, improvement systems and professional ethics.
  • Basic understanding of a nuclear quality system and its development, documentation and implementation to domestic and international standards or requirements.
  • Basic understanding of the audit process including types of audits, planning, preparation, execution, reporting results and follow-up.
  • Ability to read & interpret engineering drawings, standards and specifications.
  • Expected travel is 10-20% yearly.
  • Proficient in Word, Excel, PowerPoint, Outlook and general computer knowledge.
