Description:

The City of Pullman Civil Service Commission continuously accepts test results and applications for the positions of Entry-Level and Lateral Transfer Police Officer. Successful applicants will be interviewed based on available openings, to establish entry-level and lateral transfer police officer eligibility lists. Police Officer Trainee: $6,122-$6,275/month (during academy and field training); Lateral Police Officer: $6,589-$8,415/month (after completion of field training.) Police Officer total range: $6,589-$8,919/. Police Officers receive an additional education incentive of 2% for an associate’s degree and 4% for a bachelor’s degree. Police Officers also receive additional longevity pay of 1.5% at 10 years of service and an additional 1.5% at 15 years of service.

Lateral Transfer Police Officers may qualify for a $10,000 hiring bonus. 

Police Officers receive medical insurance, dental insurance, vacation leave, sick leave, and holiday leave or pay in accordance with the collective bargaining agreement. 


This position performs law enforcement, crime investigation, and crime prevention work. Primary responsibility is for the protection of life through enforcement of statutes and laws. Duties typically consist of car, foot, or bicycle patrol and traffic activities within the City of Pullman, and investigations; however, employees may be delegated assignments in specialized areas. Work involves an element of personal danger, and employees must exercise individual judgment and discretion in meeting emergencies and enforcing ordinances and laws. 


Entry-Level Qualifications: 21 years of age at time of appointment; high school diploma or G.E.D.; U.S. citizen; possession of valid driver's license; and the ability to pass a background check. Successful candidates must also meet the minimum requirements of Section 41.12.070 of the Revised Code of Washington.


Lateral-Transfer Qualifications: In addition to the qualifications above, lateral transfers shall have successfully completed the Washington State Law Enforcement Basic Academy, or an academy which meets the criteria of the Washington State Criminal Justice Training Commission; in which case, if hired, the candidate must successfully challenge the regular academy program through participation in the basic equivalency process. Lateral applicants shall be currently employed as a full-time, commissioned law enforcement officer, with two years of continuous law enforcement experience OR one year of continuous law enforcement experience as a commissioned officer with satisfactory performance AND 30 credit hours or 45 quarter hours of college credits at an accredited institution. 


The successful candidate must demonstrate: sound decision making, effective verbal and written English communication; the ability to read and understand laws, ordinances, rules, and regula­tions; the ability to develop skill in the use and care of a variety of firearms and law enforcement equipment; the ability to learn and perform first aid; physical strength and agility sufficient to perform the work required; the ability to work effectively with fellow employees, and with citizens from varied racial, ethnic, or economic backgrounds.

ILLUSTRATIVE EXAMPLES OF ESSENTIAL DUTIES AND RESPONSIBILITIES

Engages in preventive patrol to determine the exis­tence of actual or potential troublesome crime related situations.


Conducts investigations regarding possible law violation, obtaining and verifying factual information from involved persons; interacts with families of suspects, victims, or offenders to obtain and provide information; acquires and protects all evidence including recording observed and verbally reported data in relation to possible crime related violations; verbally interacts with witnesses and victims, suspects, and offenders to obtain information.


Determines existence of probable cause, identifies, and takes suspects and offenders into physical custody; conducts examinations of persons, vehicles, premises, or areas to determine the presence of individuals or illegal activities or articles; takes necessary steps to locate, identify, and impound property taken from rightful owners; takes suspect or offender into custody and delivers them to appropriate confine­ment location, maintaining security and safety of individuals being moved from one place to another; transfers or accepts custody of suspects or offenders and participates in comple­tion of required jail intake procedures.


Is assigned an active case load requiring follow-up investigations and continues with assigned investigation, unless relieved of the case by a supervisor, until the investigation leads to a logical conclusion.


Initiates public service activities and responds to requests from persons for information and assistance; seeks to resolve disputes between family members and disputes between two or more persons; controls small or large groups of people involved in potential or actual disturbance situations including civil disorders;  meets with citizen groups in programs directed toward understanding of law, crime preven­tion, and the criminal justice system.


Attends work on a regular and dependable basis.


Ability to implement the Pullman Police Department mission statement, “Policing our community with compassion and professionalism” on a daily basis with city staff and the public.


Monitors and directs vehicle and pedestrian traffic and enforces traffic regulations.  Issues traffic citations and infractions where appropriate.


Conducts investigations of traffic accidents.


Attempts to locate offenders or pursue and capture escaped inmates and suspects.


Maintains communication with criminal justice or private agencies to exchange information; meets with peers or other criminal justice system personnel regarding specific suspect or offender cases; participates in pretrial conferences; presents factual information in court on field observations and investigations of criminal cases; examines information contained in reports or in suspect's or offender's case file.


Participates in directed patrol activities in either a motor vehicle, on a bicycle, or on foot.


Completes all agency reports in accordance with agency procedures.


Engages in professional development by seeking to maintain or increase both academic and non-academic police-related skill.


Performs other tasks as assigned.

WORK ENVIRONMENT

While performing the duties of this job, the employee occasionally works in an office environment.  The employee frequently works in outside weather conditions while on foot or bicycle patrol.  The employee occasionally works near moving mechanical parts; in high, precarious places; and with explosives and is occasionally exposed to wet and/or humid conditions, fumes or airborne particles, toxic or caustic chemicals, extreme cold, extreme heat, and vibration.  The employee must occasionally lift and/or move more than 100 pounds.


The noise level in the work environment is occasionally loud in the field and quiet in the office.
