WHO WE ARE LOOKING FOR We are seeking a versatile and highly skilled Full Stack .NET Developer & Project Analyst to join our Integrated Health and Human Services IT team. This hybrid role bridges the gap between project management, systems analysis, and software engineering

The ideal candidate will take ownership of intermediate sized, task-oriented projects from inception to deployment-capturing requirements, managing project timelines, and developing robust, accessible, and highly secure web applications. Because we handle sensitive health and human services data, a strong understanding of HIPAA compliance and web accessibility standards is essential. What You'll Be Doing Project Management & Requirements Gathering Serve as the primary technical point of contact for small to midsized, task-oriented IT projects within the HHS organization.

Collaborate with stakeholders like senior leaders, clinicians, and administrative staff to elicit, analyze, and document software requirements. Perform end-to-end project management duties, ensuring projects are delivered on time, within scope, and aligned with organizational goals. Software Development & Engineering Design, build, and deploy modern web applications using Visual Studio 2026,leveraging.NET 10.0 including but not limited to Blazor Server and Blazor WebAssembly

Develop robust, secure, and scalable RESTful APIs to integrate internal and external health information systems. to support HHS business processes and workflows Ensure all applications are designed with privacy by default, strictly adhering to HIPAA regulations for the secure transmission and storage of Protected Health Information (PHI). Develop user interfaces that meet strict Web Accessibility standards (WCAG 2.1 AA / Section 508 compliance) to ensureequitableaccess for all users

Maintain, troubleshoot, and enhance existing .NET legacy systems and infrastructure. Quality Assurance, Documentation & Collaboration Conduct comprehensive testing (unit, integration, and user acceptance testing) to ensure software quality and data integrity. Draft,maintain, and update comprehensive technical documentation and Standard Operating Procedures (SOPs) for development workflows and system maintenance

Collaborate effectively with cross-functional team members, including database administrators, network engineers, UI/UX designers, and quality assurance testers. Minimum Qualifications Experience: Three (3) years of professional experience in the information technology fieldbridging software development and project analysis, Core Technical Stack, SSO & Identity Management, Compliance and Accessibility. Education: Bachelor's degree in computer science or a related field from an accredited college or university.

Equivalency: An equivalent combination of education and experience may be substituted. Physical Ability: Ability to lift boxes containing computer support items and equipment such as printers, computers, modems, and monitors weighing up to 50 pounds. Preferred Criteria, Interview Preferences The applications of those individuals meeting the minimum qualifications will be reviewed to determine the extent, relevancy of training, and experience in the following areas: Experience managing smaller software projects independently from inception to deployment, applying agile or hybrid project management methodologies.

Experience writing clear engineering and architectural documentation and Standard Operating Procedures. Direct experience developing for or integrating with Electronic Health Record (EHR) systems (e.g., Epic, Cerner, eClinicalWorks) and automated Case Management platforms. Experience leveraging AI developer tools (e.g., GitHub Copilot, VS AI Assist) to accelerate code generation, and familiarity with integrating AI/ML APIs (such as Azure OpenAI or local LLM deployments) for features like automated text summarization of case notes, predictive data entry, or smart search within HHS applications

Experience deploying and managing .NET applications within HIPAA-compliant cloud environments (Azure Government, AWS GovCloud).Please be sure to include your experience in these areas in your resume.
