Division of Economics:

The Division of Economics provides recommendations on the design and application of utility rates and tariffs for the electric, natural gas, and water and wastewater utilities under the Commission's jurisdiction. The Division also reviews depreciation rates and practices, as well as utility forecasts in rate and other Commission proceedings. For the electric and natural gas industries, the Division also evaluates: (1) utility conservation program costs and achievements in meeting conservation goals, and (2) territorial agreements and disputes. In addition, the Division provides an analysis of the costs and benefits of proposed Commission rules for all regulated industries.

Description of Job Duties:

This is an entry level conservation specialist position primarily, with other duties assigned. This position is responsible for reviewing, analyzing, and evaluating economic and operational data pertaining to utility-related issues. The primary focus is energy conservation and associated cost recovery requests submitted by electric and gas utilities operating in Florida. The employee is required to analyze conservation cost data and reports submitted by utilities, then prepare and present related oral and written recommendations to the Commission.

Minimum Qualifications:  

Four years of relevant work experience in the area of business administration, economics, accounting, finance, mathematics, statistics or public administration is required. An associate degree and two years of relevant work experience OR a bachelor's degree from an accredited college or university may be used as an alternative for the years of required experience.

Employment Eligibility:

Federal law requires all employers to verify the identity and employment eligibility of all persons hired to work in the United States. The Florida Public Service Commission participates in the Department of Homeland Security's Electronic Employment Verification Program (E-Verify) to assist in this required verification process.

Civil Service Law requires all males born after December 31, 1959, to register with the Selective Service System unless they meet certain exemptions under the law. Failing to register when required makes one ineligible for appointment.

Preference in appointment and employment shall be given to veterans and other persons as required by Chapter 295, Florida Statutes, Veterans' Law. Applicant must provide the required proof of preference at the time of submitting an application.
