Position Summary:

Under the direction and supervision of the Director of Quality, the Program Analyst conducts research, analysis and evaluation functions in order to further the advancement of the Victor program evaluation process. The Program Analyst assists with increased data collection, outcomes reporting, and continuous quality improvement of Victor Wraparound and other service delivery types.

Essential Functions:
  • Provides meaningful qualitative and quantitative reports, analysis and evaluation of programs to leadership and program staff, including feedback on maximizing program effectiveness and efficiency. Utilizes data analytics and reporting to provide recommendations for enhancing the entire outcomes management system, program evaluation processes, and service delivery models.
  • Provides site consultation and assessment regarding the development of effective service delivery and data management systems.
  • Facilitates the Agency-wide Outcomes and Evaluation system development and implementation to ensure key program performance outcomes measurement and reporting with the Program Evaluation and Outcomes team.
  • Assists with the development of systems and protocols to support the Agency collection of Consumer Satisfaction data and related reporting protocols to ensure consumer input and feedback regarding quality of service delivery and needed program expansion.
  • Conducts research and exploration as assigned to support the diversification of wraparound target populations, adjunctive service types, and contracting agencies to support the Victor Business Development Plan and Agency Strategic Priorities.
Minimum Required Education and Experience:
  • Completion of a program of study with Masters’ or Doctorate degree in a field of behavioral science or related field from an accredited educational institution.
  • One year of relevant qualitative/quantitative research experience, data/report writing experience and/or statistical analysis experience.
  • Demonstrate advanced knowledge of data analytics methodologies, data management systems, an outcomes management systems.
  • Demonstrate knowledge in basic statistical principles, analytical techniques and methods, and outcome measurement system development.
  • Advanced knowledge in Microsoft Office and Excel. Basic knowledge in Microsoft Access.
Position/Program Requirements:
  • Must possess a valid California driver's license, personal auto insurance and driving record that meets the standards outlined in the Agency’s Personnel Policy: Motor Vehicle Operating Standards.
  • Must be physically and mentally fit in accordance with the Agency’s Personnel Policy: Physical Fitness Standards and Examinations. Must be willing to complete a Tuberculosis (TB) test, and drug screening test.
  • Must be willing to complete a personal background investigation conducted by the State of California and must meet Community Care Licensing standards for employment.
Compensation:
  • Pay Range: $35.49/per hour - $47.32/per hour (actual salary is dependent on verification of applicable experience above the minimum qualifications for the role)
