The Project Engineer (PE) is an entry-level construction professional who helps keep multiple projects organized, documented, and moving forward. You’ll own key project controls while learning the day-to-day rhythm of heavy civil construction.

This is a full-time, salaried exempt, year-round position reporting out of our Thornton, IL headquarters. Gallagher offers competitive pay, 401(k) + match, excellent health benefits, and a culture that values people, performance, and growth!


What You’ll Do

Field & Superintendent Support (Planning + Execution)

  • Attend preconstruction meetings and review plans/specs for assigned projects
  • Assist in the planning and execution of day-to-day operations
  • Set up and maintain JULIE/DIGGER utility locates
  • Support progress meetings, site walks, and coordination as needed

Project Management Support (Cost + Procurement + Reporting)

  • Help with job setup: vendors/subs, submittals, permits, insurance items, DBE participation tracking
  • Assist with drafting purchase orders and workflow through accounting/ERP
  • Support job cost controls by validating daily logs, quantities, and production impacts
  • Support reporting cadence (job cost updates, WIP/carry-over reporting, forecasted billings)

Project Controls (Docs + Change Support)

  • Prepare and route required submittals/compliance items (QC plans, traffic control forms, environmental forms, vendor submissions, etc.)
  • Maintain clean document control: RFIs, approvals, plans/specs, change orders, logs
  • Support change management by maintaining logs and organizing backup documentation

Project Closeout + Estimating Support

  • Help compile project closeout documentation (final quantities, change order reconciliation, required paperwork)
  • Support post-job lessons learned and project recap inputs
  • Assist estimating with downloads, takeoffs, quotes, RFIs, and bid-day support

What You Bring to the Table

  • Bachelor’s degree (Construction Management, Civil Engineering, or related) or equivalent experience
  • Driver’s license required
  • Heavy highway/civil experience is helpful (internship/co-ops)
  • Organized, detail-driven, and responsive; strong follow-through
  • Clear, professional communicator; coachable and eager to learn
  • Comfortable juggling priorities in a deadline-driven environment

Microsoft Teams + Office (Excel, Word, Outlook, Project), XBE, B2W/Track, Laserfiche, Spectrum, Monday.com, Bluebeam, and more. (We’ll train you on our systems; you must come eager and motivated to learn)


Work Environment

This role is a mix of office + field: job sites, weather exposure at times, and occasional night work. Must be able to lift up to 50 lbs unassisted.
