Job description

Arlington County's Department of Libraries is seeking a Business Systems Analyst II to lead the operations of technology matters as part of the Library's Technology Unit, supporting the Library's robust technology needs for the staff and the public. This position reports directly to the Information Technology Program Manager and requires coordination with major stakeholders across the County, including the Department of Technology Services (DTS), which maintains the enterprise-wide services and standards. Other stakeholders include Library vendors, Library staff, Library and departmental upper and middle management, and other department IT leads.
Responsibilities
Specific duties include:
  • Reviewing, resolving and completing complex IT issues not resolved by the DTS or library vendor;
  • Managing, updating and implementing PC configurations for public use using Microsoft Azure's InTune;
  • Using Microsoft Azure and InTune to coordinate and support a fleet of library-specific hardware and software used both by the public and library staff;
  • Maintaining and resolving library-related peripherals, audio-visual, network and wireless support;
  • Representing unit and department technology needs in enterprise-wide projects and meetings;
  • Planning procedural and performing functional testing after patching and upgrades are applied;
  • Assisting with requirements for scope of works for library contract agreements;
  • Developing system lifecycle documents including detailed functional and technical requirements, detailed design specifications, use cases, and test scenarios to ensure final products meet customer business needs and expectations;
  • Maintaining up to date workflows and informational models, as well as user documentation for the supported library systems;
  • Developing requirements, managing customer focused messaging, and coordinating with required parties when system enhancements, patches or customizations need to be developed.

The ideal candidate will have the following:
  • Experience in the management of smaller projects or as a team leader on larger projects with major stakeholders, both technical and non-technical;
  • Ability to demonstrate various forms of written and oral communication to gather information about business needs, generate reports and communicate with various levels of the organization;
  • Understanding of DNS and DHCP IP protocols;
  • Experience managing and implementing all phases of systems development lifecycle; and
  • Demonstrated experience leading a team and completing technology projects from start to finish.

Qualifications
Minimum Requirements
  • Bachelor's degree in Computer Science, Information Systems Management, Mathematics, or a related field; and
  • Some experience in analysis of business requirements especially related to the use of automated technology, some of which included experience in the management of smaller projects or as a team leader on larger projects.

Substitution: Additional qualifying experience may substitute for the education requirement on a year for year basis.
Desirable: Preference will be given to applicants with experience in one or more of the following:
  • Extensive experience with Microsoft Azure and InTune;
  • Windows 11, Windows server 2022 and SQL server 2019+;
  • Familiarity with integrated library systems (especially Koha) and library technology environment, including use of library specific software (Faronics Deep Freeze);
  • Knowledge of SQL, especially writing reports and queries to extract data when requested, and PowerShell scripting or similar, Win32 app management; and/or
  • Apple products (iPads, Macbooks) and Chromebooks

Special Requirements
Background Check: A pre-employment criminal records check will be conducted. Driver's License: Possession of, or ability to obtain by the time of appointment, a valid motor vehicle operator's license from the applicant's place of residence and the applicant must authorize Arlington County to obtain, or the applicant must provide a copy of the applicant's official state/district driving record. Additional Information
Location and work hours: Central Library, 1015 N. Quincy Street. Full-time, 40 hours per week to include some evening and weekend work. Actual work schedule is determined by the needs of the unit with occasional off-hour requirements. This position requires traveling to other locations (total of 11) to complete support work as needed.
The pay range listed above is effective July 1, 2026.
