This recruitment may be used to fill positions at the Engineer I, II, or III level, depending on qualifications.

Under supervision appropriate to the level, incumbents perform a wide range of professional engineering duties, including planning, design, construction, inspection, and project management related to public works and development projects.

Examples of Duties
Depending on assignment level, duties may include but are not limited to:
  • Provide guidance and customer service to developers, contractors, and the public regarding engineering standards, ordinances, and policies
  • Review and process engineering and construction permits (e.g., grading, encroachment, hydrant use, oversized loads)
  • Perform field investigations and develop recommendations to resolve engineering and infrastructure issues
  • Inspect public works and private development projects for compliance with approved plans and specifications
  • Conduct plan checks and review design documents for accuracy and adherence to local and state regulations
  • Perform engineering design work for streets, utilities, water systems, wastewater systems, and related infrastructure
  • Utilize CAD and GIS tools to develop maps, drawings, and engineering plans
  • Manage and coordinate capital improvement and development projects, including cost estimating and contract administration
  • Collaborate with engineers, architects, contractors, and stakeholders to ensure successful project delivery
  • Track project progress, materials, and performance
  • Prepare technical reports, correspondence, and presentations

Minimum Qualifications
Experience and/or Education:
Engineer I (Entry Level):
  • Bachelor's degree in civil engineering (or related field) from an accredited college or university
  • Engineer-in-Training (EIT) Certificate is desirable.
Engineer II (Journey Level):
  • One year of experience as an Engineer I OR, one year of professional engineering experience
  • Bachelor's degree in civil engineering (or related field)
  • Possession of an EIT Certificate.
Engineer III (Advanced Level):
  • Three years of experience as an Engineer II OR four years of professional engineering experience
  • Bachelor's degree in civil engineering (or related field)
  • California Professional Engineer (PE) registration

Supplemental Information
License Requirement:
All Levels - Possession of a valid California Class C Driver License at the time of appointment. Individuals who do not meet this requirement due to a physical disability will be reviewed on a case-by-case basis.
Probationary Period:
All Levels - Each level in the Engineer series has a probationary period of twelve (12) months as the initial probationary period (initially hired into the City) and six (6) months as the promotional probationary period (promoted from one City job class to another City job class).
Physical Requirements:
Work is performed in typical indoor environment with some outdoor responsibilities. (1) Mobility: frequent use of keyboard; frequent sitting for long periods of time; moderate bending and squatting. (2) Lifting: frequently up to 10 pounds; occasionally up to 25 pounds. (3) Vision: constant use of overall vision; frequent reading and close-up work; occasional color and depth vision. (4) Dexterity: frequent repetitive motion; frequent writing; frequent grasping, holding, and reaching. (5) Hearing/Talking: frequent hearing and talking in person and on the phone. (6) Emotional/Psychological: frequent decision-making and concentration; frequent public and/or coworker contact; occasional working alone. (7) Environmental: frequent exposure to noise.

Cost-of-Living Adjustments (COLAs)
The City has entered into a contract with its represented employees setting the following COLA ranges based on the Consumer Price Index:
  • July 2023: 3% to 5%
  • July 2024: 2% to 5%
  • July 2025: 2% to 5%
  • July 2026: 2% to 5%

Educational Reimbursement
  • For full-time employees who have completed probation, City will reimburse up to the full cost of attending California State University for tuition and fees (plus books) for any job-related course of study (including Associate's, Bachelor's and Master's degree programs) that benefits the employee and the City.

Benefits
  • The City contributes a monthly payment equal to 90% of the Kaiser HMO premium rates at each level of coverage (Employee only, Employee plus One Dependent, and Family) for active employees.
  • Employees covered by another insurance plan may be eligible for $475.00 per month in lieu of health coverage.
  • To assist with premium costs, the City provides a $373.26 monthly "Cafeteria Plan" payment towards out-of-pocket medical health premium, Life, Group LTD, Dental and Vision Insurance and an Employee Assistance Program.
  • Several "family friendly" benefits such as sick leave for dependent care, bereavement, and flexible work schedules.
  • The City contributes 100% of the current "Supplement/Managed Monthly Employee Only Rate for Kaiser Senior Advantage" to assist with medical insurance costs for CalPERS covered retirees.

Paid Leave
Vacation:
  • 12 days = 0-3 years of service
  • 15 days = 4-9 years of service
  • 20 days = 10-15 years of service
  • 25 days after 16 years of service

Sick Leave: 12 days (96 hours) per year.
Holidays: 16 paid holidays per year.
Vacation Same as Cash: Eligible employees may convert a portion of their accumulated vacation to cash based on certain guidelines.
Longevity Pay
  • After the completion of 10 years = $100 per mo.
  • After the completion of 15 years = $150 per mo.
  • After the completion of 20 years = $200 per mo.
  • After the completion of 25 years = $250 per mo.

Retirement
Employees are covered by the California Public Employees' Retirement Systems (CalPERS).
CalPERS Retirement Plan Classic Members - CalPERS 2% @ 55 formula
  • Employees' 7% contribution is employee paid. Employee pays 5% toward employer portion (cost sharing).
  • This formula has single highest year compensation.

Deferred Compensation
  • The City provides a 457 deferred compensation programs in which employees may participate.
