JOB SUMMARY:
Under the general supervision of the Public Works Director, the Engineering Projects Manager is responsible for coordinating, managing, and monitoring a variety of municipal engineering, infrastructure, and Public Works projects and programs. The position oversees Geographic Information System (GIS) activities, infrastructure data management, project workflow coordination, work-site inspections, planning and development initiatives, and assigned regulatory programs.
The Engineering Projects Manager works collaboratively with City departments, contractors, consulting engineers, governmental agencies, regulatory authorities, and the general public to support the effective planning, development, maintenance, and improvement of City infrastructure. The position may also provide supervision and technical direction to assigned engineering support personnel.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
The following duties are representative of the essential functions of the position and are not intended to constitute an exhaustive list of all responsibilities:
  • Coordinates and maintains the City's Geographic Information System (GIS) and related databases for streets, roads, drainage systems, street lighting, and other municipal infrastructure.
  • Collects, enters, maintains, and manages project and infrastructure data to ensure the accuracy and integrity of City records.
  • Updates GIS databases and related systems to reflect completed infrastructure projects, system modifications, and operational requirements.
  • Coordinates Public Works project workflows, establishes project priorities, monitors progress, and identifies potential delays, deficiencies, or operational concerns.
  • Provides oversight and direction to Engineering Aide personnel and other assigned staff in support of departmental projects and initiatives.
  • Conducts field and work-site inspections to evaluate project progress, erosion control measures, construction quality, and compliance with applicable requirements.
  • Monitors street maintenance projects, curb-cut activities, infrastructure improvements, and other Public Works operations.
  • Prepares internal project estimates, bid documents, and related technical information, as assigned.
  • Serves as a technical advisor and representative of the City on long-term planning initiatives, infrastructure projects, and cooperative projects involving other governmental entities.
  • Coordinates and communicates with agencies and organizations, including the Alabama Department of Transportation (ALDOT), Alabama Department of Environmental Management (ADEM), Federal Emergency Management Agency (FEMA), Calhoun County, consulting engineering firms, and neighboring municipalities.
  • Represents the City on technical, planning, and advisory committees, including the Technical Advisory Committee (TAC), as assigned.
  • Assists in the review, planning, coordination, and administration of Metropolitan Planning Organization (MPO) projects.
  • Reviews and approves major and minor subdivision plats in accordance with applicable authority, policies, and regulations.
  • Assists with the development, revision, interpretation, and enforcement of technical provisions contained within the City's subdivision regulations.
  • Administers and coordinates assigned regulatory and infrastructure programs, including the City's Municipal Separate Storm Sewer System (MS4) Program, Bridge Inspection Program, and Floodplain Development Program.
  • Maintains organized and accurate project files, technical records, construction documents, plans, easements, deeds, right-of-way documentation, and related records.
  • Performs other related duties as required or assigned.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:
The successful candidate must possess or demonstrate the ability to acquire the following:
  • Thorough knowledge of GIS operations and applications as they relate to municipal infrastructure, engineering, and Public Works projects.
  • Knowledge of construction practices, project development processes, infrastructure maintenance, and work-site procedures.
  • Knowledge of deeds, easements, rights-of-way, construction documents, technical plans, and related records.
  • Knowledge of applicable workplace and construction safety standards, accident prevention practices, and safe work procedures.
  • Ability to plan, organize, coordinate, prioritize, and monitor multiple projects and assignments simultaneously.
  • Ability to collect, analyze, interpret, maintain, and present technical, operational, and project-related data.
  • Ability to conduct effective field inspections and monitor construction and infrastructure projects for progress and compliance.
  • Ability to communicate clearly and professionally, both orally and in writing, with employees, supervisors, contractors, consultants, governmental agencies, elected officials, and members of the public.
  • Ability to prepare professional reports, correspondence, technical documents, and other written materials using proper grammar, spelling, punctuation, and format.
  • Ability to interpret and apply City policies, procedures, regulations, directives, and technical requirements.
  • Proficiency in the use of computers, standard office software, and GIS-related systems and applications.
  • Ability to perform mathematical calculations necessary to support engineering, project, and administrative functions.
  • Ability to exercise sound judgment, initiative, and independent decision-making within the scope of assigned authority.
  • Ability to organize and maintain files, records, project documentation, and technical materials.
  • Ability to establish and maintain effective working relationships with internal and external stakeholders.
  • Ability to remain professional, courteous, and effective in challenging, sensitive, or rapidly changing situations.
  • Ability to work independently with minimal supervision while effectively managing competing priorities.
  • Ability to operate light equipment when necessary, during emergencies, staffing shortages, or other operational needs.
  • Ability to safely operate a motor vehicle and travel to project sites and other work locations.

MINIMUM QUALIFICATIONS:
1. Graduation from an accredited college or university with a Bachelor's degree in Civil Engineering, preferably supplemented by additional education and training in design and construction; or a two (2) year degree with a concentration in drafting, GIS or similar related field; or five (5) years' experience as an Engineering Aide combined with training and experience that provide the qualifications listed above.
2. One (1) year of experience working project management and monitoring; or any combination of education, training and experience that demonstrates the above listed knowledge, skills, and abilities commensurate with the requirements of this job.
3. Possess QCI certification; GIS certification or ability to obtain within six (6) months of hire.
4. Prefer a Class A Commercial Driver's License (CDL) or be able to obtain this license within six (6); must be insurable.
5. Ability to work overtime and non-standard hours when required.
6. Ability to travel to attend professional development workshops and training programs.
7. Ability to pass a pre-employment background check and an initial drug screen.
