General Definition of Work
Performs intermediate skilled technical work reviewing development plans, overseeing the construction of development projects, attending meetings to provide guidance on ordinance requirements, and preparing and maintaining files and records, preparing reports, and related work as apparent or assigned. Work is performed under the directed supervision of the Development & Inspection Manager. Supervision is exercised over assigned Development Inspectors.

Essential Functions
Reviews land use development permit applications and similar applications for compliance with engineering land use regulations and policies
Researches, develops, and evaluates policies, plans or regulations pertaining to local land use and development
Attends pre-submittal meetings; conducts site inspections; provides cursory reviews prior to plan submittal, permit issuance and prior to formal reviews and final approval
Reviews preliminary plats, construction plans, hydrology studies, erosion, sedimentation, and pollution control plans, final plats, landscape plans, elevation certificates, and as-builts for compliance with applicable ordinances, zoning conditions, etc.
Supervises Development Inspection for compliance with plans, specifications, and pertinent local, State and Federal regulations
Prepares reports and presentation materials for public meetings; prepares ordinance amendments and prepares issue papers
Attends various meetings related to development permitting; takes notes and drafts related documents
Represents the department and provides updates at the GSWCC meetings
Coordinates with Georgia EPD and USACE for regulation compliance
Processes and writes administrative variances, unique and special use letters, etc.
Reviews final plats and legal documents

Knowledge, Skills and Abilities
Thorough knowledge of related industry, organization and department policies, practices, and procedures; thorough knowledge of related industry, organization and departmental legal guides, recommendations, best practices, ordinances and laws; thorough knowledge of Coweta County Code of Ordinances; thorough knowledge of Georgia Stormwater Management Manual and Georgia Soil and Water Conservation Commission Manual for Erosion and Sediment Control; thorough knowledge of hydrology reports; general knowledge of asphalt core reports and soil comparison reports; thorough knowledge of preliminary plats, construction plans, and final plats; thorough knowledge of standard office equipment and software; general knowledge of measuring devices; general knowledge of Accella with Digital Plan Room and Mobile Accela Application; ability to make arithmetic computations using whole numbers, fractions and decimals; ability to compute rates, ratios, and percentages; ability to understand and apply governmental accounting practices in the maintenance of financial records; ability to establish and maintain effective working relationships with associates, municipal officials, community groups and the general public.
Education and Experience
Bachelor's degree with coursework in planning, public administration or geography, preferred or related field and considerable experience in planning, plan review, or equivalent combination of education and experience.
Physical Requirements
This work requires the frequent exertion of up to 10 pounds of force and occasional exertion of up to 25 pounds of force; work regularly requires speaking or hearing and using hands to finger, handle or feel, frequently requires sitting and occasionally requires standing, walking, climbing or balancing, stooping, kneeling, crouching or crawling, reaching with hands and arms and lifting; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data, using of measuring devices, operating motor vehicles or equipment and observing general surroundings and activities; work occasionally requires exposure to outdoor weather conditions; work is generally in a moderately noisy location (e.g. business office, light traffic).
Special Requirements
Obtain GSWCC Level 1-B and GSWCC Level II Certifications within 6 months of hire
Favorable background history as determined by review of local, State and Federal records.
Valid driverโs license in the State of Georgia with a favorable driving history (MVR).
