Job description

Job Title: Engineering Program Manager
Clearance Required: SECRET (Active or ability to obtain)
Location: Ft. Belvoir, Virginia (situational/ad-hoc telework)
Position Type: Full-time - Contingent upon contract award
Overview:
enGenius is seeking an Engineering Program Manager responsible for the technical and programmatic execution of the Product Director Base Emergency Communications System (BECS), supporting the modernization of Army emergency communications infrastructure including NG-911, Lead Mobile Radio, PSAP Systems, and mass warning and notification, across Army installations.
The individual shall serve as the primary technical interface with the Government and oversee execution of all engineering, cybersecurity, and modernization activities performed under this contract. The Engineering Program Manager leads a multi-disciplinary engineering team and is responsible for the timeliness and quality of all contract deliverables.

Responsibilities:
  • Serve as the day-to-day technical and programmatic point of contact for the Government program office and Contracting Officer's Representative (COR)
  • Manage staffing, task assignment, and subcontractor performance across engineering team
  • Direct the preparation and on-time submission of all contract deliverables, including Monthly Status Reports, the Risk Management Plan, Quarterly Program Management Reviews, and cybersecurity assessment reporting.
  • Oversee configuration management activities, including Engineering Change Proposal (ECP) processing and Configuration Control Board Support, and coordinate cybersecurity compliance activities across all task areas.
  • Establish and run a proactive risk management process, identifying integration, schedule, and cybersecurity risks early and driving mitigation with the responsible technical leads.

Minimum Education
Bachelor's Degree in Engineering, Computer Science, Information Systems, or a related technical discipline.
Minimum Experience
Fifteen (15) years of progressively responsible experience supporting complex Department of Defense engineering or acquisition programs.
Required Qualifications
  • Project Management Professional (PMP)
  • Information Technology Infrastructure Library (ITIL)
  • Systems Engineering experience

Preferred Qualifications:
  • Direct experience supporting public safety communications programs such as 911/NG-911, Computer Aided Dispatch, Land Mobile Radio, or emergency notification systems.
  • Experience with DoD/Army Risk Management Framework (RMF) and Authorization to Operate (ATO) processes.
