Position Overview

OWT Global is seeking a highly experienced Program Manager to lead complex Air Force programs focused on systems integration, capability development, fielding, and sustainment. This role is ideal for professionals who have worked within or alongside U.S. Air Force Program Offices, understand AFLCMC’s execution model, and know how to translate Program Office intent into actionable industry outcomes.

Operating primarily from the Burlington, MA with routine travel to Tampa, FL, the Program Manager will be overseeing multidisciplinary engineering, integration, software, cybersecurity, logistics, and field support activities. Success in this role requires deep familiarity with Air Force lifecycle management constructs, including requirements development, acquisition strategy execution, developmental and operational test, fielding, sustainment, and system of systems integration.

This position is central to OWT’s role as a mission-focused integrator and vendor agnostic sustainment provider ensuring alignment between Government direction and industry delivery across C‑sUAS programs.

Key ResponsibilitiesGovernment Engagement & Program Office Alignment
  • Serve as the primary interface with Government Program Managers, Deputies, Engineering Leads, Cyber/Logistics Chiefs, and functional stakeholders.
  • Translate Program Office priorities, acquisition strategies, and technical direction into executable industry plans, work packages, and deliverables.
  • Ensure OWT activities align with Air Force lifecycle phases, program baselines, and governance expectations.
Program Execution & Delivery Management
  • Lead execution across engineering, integration, testing, fielding, logistics, cybersecurity, and sustainment task areas.
  • Develop, maintain, and manage program artifacts consistent with Air Force PMO standards, including IMSs, PMPs, WBS structures, risk registers, status reports, and readiness assessments.
  • Monitor cost, schedule, technical performance, and staffing to ensure alignment with Government baselines and OWT internal quality standards.
  • Oversee cross functional engineering activities including system-of-systems integration, software updates, DevSecOps support, RF/sensor integration, and field validation.
  • Coordinate with OEMs, subcontractors, and Government engineering teams to align interfaces, validate configuration baselines, and ensure interoperable SoS delivery.
  • Support system tests, demonstrations, prototype evaluations, acceptance events, and transition to operations activities.
Fielding, Sustainment & Operational Support
  • Oversee planning and execution of fielding activities including site surveys, installation coordination, readiness reviews, operator/maintainer training, and operational acceptance.
  • Support sustainment planning, configuration management, logistics coordination, and continued operational availability.
  • Engage with field service engineers and site stakeholders to maintain high system readiness and rapid issue resolution.
Risk, Opportunity & Governance
  • Implement structured risk and opportunity management processes consistent with Program Office practices.
  • Present program status, risk posture, and performance metrics during technical interchange meetings, design reviews, working groups, and executive briefs.
  • Ensure compliance with cybersecurity, RMF, ATO/IATT processes, and Air Force security standards.
Required Qualifications
  • Bachelor's degree in engineering, Business, Management, or related field (master's preferred).
  • 10+ years supporting Air Force programs with direct exposure to Program Office environments (AFLCMC experience strongly preferred).
  • Demonstrated understanding of the DoD 5000-series acquisition model, capability lifecycle, and Air Force program governance.
  • Proven ability to lead complex, multidisciplinary programs involving engineering, software, logistics, and operational stakeholders.
  • Experience developing program documentation and reporting aligned with PMO expectations.
  • Proven ability to manage program cost, schedule, performance, staffing, and subcontractors.
  • Strong communication skills with the ability to engage Government PMs, engineers, logisticians, cybersecurity teams, and senior leadership.
  • Active Secret clearance (Top Secret/SCI strongly preferred).
Desired Qualifications
  • Previous experience as an Air Force civilian, service member, or support contractor within AFLCMC or other lifecycle management centers.
  • Experience supporting systems integration, developmental/operational test, fielding, or sustainment activities.
  • Background in C5ISR, Counter UAS, Air Base Air Defense, Air Domain Awareness, or related operational mission sets.
  • PMP, PgMP, or DAWIA (Program Management or Engineering) certification.
  • Experience with Best Value Tradeoff, T&M, CPFF, and IDIQ task order environments.
  • Familiarity with RMF/NIST cybersecurity integration, DevSecOps pipelines, and software baseline management.
  • Ability to operate effectively within Government Program Office constructs while driving industry execution.
  • Deep understanding of how PMOs plan, prioritize, measure, and communicate program performance.
  • Strong ability to bridge Government expectations with contractor execution realities.
  • High level of accountability, responsiveness, and execution rigor.
