Senior Program Manager - Municipal Engineering
Department: Civil/Municipal
Employment Type: Full Time
Location: Albany, NY
Compensation: $140,000 - $180,000 / year
Description
Artheon is seeking talented professionals to join our growing team in support of diverse engineering and environmental projects. Whether your background is in civil engineering, environmental science, or infrastructure design, this is a great opportunity to contribute to meaningful work in a collaborative and innovative environment.
About Artheon
Artheon is a trusted engineering and consulting firm offering services that rival large organizations while maintaining the personalized client relationships of a boutique firm. With expertise spanning civil/site engineering, environmental permitting, transportation infrastructure, construction management, and advanced surveying technologies, we are committed to delivering high-quality, timely solutions to local, state, and federal clients.
The position:
The Senior Program Manager will serve as a key leader responsible for strengthening collaboration between Artheon's Albany and New Jersey offices while helping expand the firm's municipal engineering services throughout the Capital Region. This role combines municipal engineering leadership, client relationship management, business development, and team building.
Success in this position is built on understanding the work already being delivered, identifying opportunities to broaden services for municipal clients, and helping teams adopt consistent processes and best practices across offices. The ideal candidate is a collaborative leader who enjoys building relationships, growing teams, and creating opportunities for long-term success.
Responsibilities
  • Serve as the primary connection between the Albany and New Jersey offices, promoting collaboration, knowledge sharing, and consistent project delivery.
  • Build trusted relationships with municipal clients, local agencies, internal teams, and firm leadership.
  • Develop a thorough understanding of the Albany office's existing clients, projects, services, and operational workflows.
  • Identify opportunities to expand municipal engineering services by introducing additional Artheon capabilities, including inspection services, transportation, water resources, environmental, and civil engineering solutions.
  • Partner with leadership to support business development initiatives, grow existing client relationships, and pursue new municipal opportunities.
  • Help establish a sustainable revenue base by expanding services within existing accounts and developing new client relationships.
  • Lead and mentor a growing local team, beginning with a small group and expanding as the office continues to grow.
  • Support implementation of firm-wide processes, quality standards, project reviews, and operational best practices.
  • Coordinate resources across multiple offices to ensure successful project execution and responsive client service.
  • Monitor project performance, utilization, staffing, and resource needs while supporting long-term operational growth.
  • Represent Artheon professionally within the local municipal engineering community and foster relationships that strengthen the firm's presence throughout New York.

Qualifications
  • Bachelor's degree in Civil Engineering or a related engineering discipline.
  • NY Professional Engineer (PE) license or New Jersey should be willing to pursue reciprocal licensure as needed.
  • 7-15 years of experience in municipal engineering, civil engineering, program management, or a closely related field.
  • Experience working with municipalities, public agencies, or local government clients.
  • Broad understanding of municipal engineering services, including civil/site design, transportation, water resources, utilities, inspection services, or related disciplines.
  • Strong leadership and relationship-building skills with the ability to collaborate across multiple offices and technical teams.
  • Demonstrated ability to identify growth opportunities and contribute to business development efforts.
  • Experience leading projects, mentoring staff, or building teams in a collaborative environment.
  • Excellent communication, organizational, and client management skills.

Benefits
The base salary range for this role is indicated in the posting. This range reflects the company's good faith estimate of the compensation for this position at the time of posting. Final compensation will be determined based on factors such as experience, skills, qualifications, internal equity, and geographic location.
Artheon offers a competitive compensation package including medical, prescription, dental and vision coverage, 401(k) retirement plan with employer match, educational assistance program and paid time off/parental leave.
