This Opportunity
WSP is seeking an accomplished Capital Projects Director to lead and expand our Oil & Gas Midstream Pipelines Capital Project portfolio across the United States. This leadership role will be responsible for the successful delivery of large-scale capital pipeline programs, including transmission pipelines, gathering systems, compressor stations, terminals, and associated infrastructure.
The successful candidate will serve as a senior leader responsible for project execution, business growth, and client relationship management, while driving excellence across safety, quality, financial performance, and schedule predictability. This role will also play a critical part in shaping execution strategies, developing teams, and positioning the organization for sustained growth in the midstream sector.

Your Impact
Project & Program Leadership
  • Lead and oversee the delivery of large-scale midstream capital projects (pipeline, facilities, terminals) from concept through commissioning
  • Serve as Project Director / Executive Sponsor on major programs, ensuring alignment with client objectives and company standards
  • Drive EPCM, and alternative delivery models, ensuring predictable cost, schedule, and risk outcomes
  • Establish and enforce project governance frameworks, including stage-gate processes, reporting, and performance metrics
  • Conduct executive-level project reviews focused on financial performance, risk, schedule, and cost-to-complete

Execution Strategy & Delivery Excellence
  • Develop and implement project execution plans, contracting strategies, and delivery models tailored to midstream assets
  • Lead integration across engineering, procurement, construction, and project controls teams
  • Ensure strong project controls discipline (cost, schedule, forecasting, change management) across all programs
  • Drive continuous improvement through lessons learned, standardization, and digital project delivery tools

Business Development & Market Growth
  • Build and maintain relationships with key midstream operators, private equity-backed platforms, and major O&G companies
  • Identify and pursue new opportunities in pipeline infrastructure, energy transport, and storage markets
  • Lead or support major pursuits, including technical strategy, pricing, and risk positioning
  • Collaborate across regions and business lines to leverage capabilities and expand market presence

Leadership & Team Development
  • Lead and mentor project directors, project managers, and multidisciplinary teams
  • Build a high-performance culture focused on accountability, collaboration, and delivery excellence
  • Support recruitment, retention, and development of top talent within the pipelines sector
  • Exercise responsible and ethical decision-making regarding company funds, resources and conduct, and adhere to WSP's Code of Conduct and related policies and procedures.
  • Perform additional responsibilities as required by business needs.

Safety, Quality & Compliance
  • Champion a strong safety culture, ensuring adherence to all regulatory and company standards
  • Ensure compliance with PHMSA, FERC, environmental, and industry regulations
  • Promote quality assurance and risk management across all project phases

Who You Are
Required Qualifications
  • Bachelor's degree in Engineering, Construction Management, or related technical field
  • 20+ years of experience in oil & gas, with a strong focus on midstream pipelines and facilities
  • Proven experience leading large capital projects/programs ($100M-$1B+) in pipelines or energy infrastructure
  • Demonstrated success as a Project Director, Program Director, or senior capital projects leader
  • Deep expertise in EPCM delivery models, pipeline construction, and project lifecycle execution
  • Strong understanding of pipeline systems, compressor stations, terminals, and related infrastructure
  • Track record of delivering projects with strong financial, safety, and schedule performance
  • Excellent leadership and interpersonal communication skills with the ability to manage staff, and effectively, persuasively, and tactfully interact with employees at all levels of the organization.
  • Strategic lateral thinking and strong analytical skills with attention to detail and prioritization of responsibilities in a pressure work environment.
  • Ability to elicit cooperation from a wide variety of sources, including senior management, clients, and company-wide staff, including those with whom no formal hierarchical relationship exits.
  • Strong ability to quickly adapt to change and demonstrate flexibility to a variety of schedules and hours to meet business needs.
  • Experience managing client relationships at the executive level
  • Ability to lead multi-disciplinary, geographically distributed teams
  • Proven track record of upholding workplace safety and ability to abide by WSP's health, safety and drug/alcohol and harassment policies.
  • Occasional travel may be required depending on project-specific requirements.

Preferred Qualifications
  • Professional Engineer (PE) license or PMP certification
  • Experience with large interstate pipeline projects and regulatory approvals (FERC/PHMSA)
  • Established relationships with major midstream operators and utilities
  • Experience with alternative delivery models and integrated project delivery (IPD)
  • Background in digital project delivery, data-driven project controls, or advanced analytics

Compensation:
Expected Salary (Colorado only): $162,400 - $265,300
WSP USA is providing the compensation range that the company in good faith believes it might pay and/or offer for this position within the state of Colorado, based on the successful applicant's education, experience, knowledge, skills, and abilities in addition to internal equity and specific geographic location.
