Job description

Summary
Under general direction, coordinates and participates in the preparation of plans and specifications for capital projects and rehabilitation including buildings, parks, roads, and all infrastructure utilities including water and waste water treatment plants, lift stations, water resources, storm water, water distribution, sanitary collection and public works; and performs other related duties as assigned.
DUTIES AND RESPONSIBILITIES (Which are not in any hierarchical order)
1. Plans, coordinates and manages public projects and capital improvement projects.
2. Manages the work of outside consultants; develops schedules for design, bidding and construction.
3. Prepares, and reviews project schedules; investigates and resolves schedule on assigned projects.
4. Provides direction, project management, and assistance to developers, consultants, outside agencies and engineering staff regarding projects.
5. Prepares and reviews RFQs and RFPs for professional engineering, architecture and landscape architecture services for various City projects; assists other departments with recommendations and selections of consultants/contractors.
6. Performs construction management and field observations for various City projects such as building, parks and roadways, all infrastructure utilities, full depth reclamation, milling and resurfacing, micro surfacing, streetscape, landscaping, irrigation, and street lighting.
7. Provides assistance to Project Engineers.
8. Coordinates City projects with other municipalities and agencies.
9. Prepares budget estimates for all capital improvement projects; approves materials, methods, equipment, specifications, cost estimates and other documents related to project design and construction. Negotiates contracts for best value to the City.
10. Prepares and presents written and oral reports on projects for City management, City Commission Boards, and the public.
11. Performs research, analyzes findings; prepares recommendations for project planning needs.
12. Responds to and resolves citizen inquiries and complaints regarding engineering projects.
13. Performs other related duties as assigned.
Salary
Depending on qualifications the starting salary for this position will be in the range of (Pay Grade 67):
$75,179 -$112,784 annually

Qualifications
Bachelors degree with a major in Engineering, Project management or related field (education will be verified using the Education Requirements listed below) and five (5) years of progressively responsible engineering project management experience, or any equivalent combination of training and experience. One (1) year of supervisory experience is required.
A valid Florida driver's license is required. A valid driver's license from any state (equivalent to a State of Florida Class E) may be utilized upon application; with the ability to obtain the State of Florida driver's license within 30 days of appointment.
Education Requirements : To be considered valid (or verified) for position qualification purposes, and consistent with City Hiring Policy 4-5, a High School, GED or equivalent diploma, and all higher education degrees or certifications must have been issued by:
a) a public education institution in the State of Florida or any State or Territory of the United States; or
b) an institution accredited by an accrediting organization that is recognized by the Florida Department of Education or the U.S. Department of Education; or
c) an institution that is accredited by an organization that is recognized by the Council for Higher Education Accreditation (CHEA); or
d) an institution whose degree or certification is accepted by institutions identified in either a, b or c above for the purpose of admission to institutions identified in either a, b, or c above.
International degrees will be evaluated to determine if they satisfy qualification requirements.

State of Emergency: When normal operations of City departments are suspended or interrupted due to a declaration by the Mayor that a state of emergency exists, all employees will be deemed critical by the City. For the preparation and/or continuation of emergency operations or for special work detail, employees deemed necessary shall be required to work. Employees deemed critical by the City but not needed for the initial preparation and/or continuation of emergency operations or for special work detail may be directed not to report to work, and given paid administrative leave or they may be reassigned to another location that best meet the needs of the City.
