Summary Statement

The principal responsibility is to ensure the effective delivery and support of the state of Delaware's security controls across its network, systems, applications and data. The manager will ensure that the assigned services e.g. Cloud, network, systems, middleware, endpoint and other security services are effectively deployed, maintained and optimally configured to mitigate threats against the state.\r\n

Preferred Qualification

Applicants who do not possess the preferred qualifications will still be eligible to compete for this position if minimum job requirements are met.\r\n\r\n\r\n Possess a bachelor's degree in Computer Science, Information Systems, Security, Telecommunications, Networks, an I/T discipline or a related field.\r\n Possess a certification in Cybersecurity, or in one or more of the assigned mission critical workgroup services: Network Security Tools (Firewalls, IDS/IPS), Application Security Tools (Web Application Firewall), Endpoint Detection and Response (EDR), Cloud Security Systems and Tools\r\n\r\n

Essential Functions

The security services will be primarily rendered through a team of engineering personnel, although the Security Engineering Manager is expected to be technically proficient in the disciplines supervised and provide a modest degree of direct technical support where required. Specific functions will include the following:\r\nStaff supervision\r\n\r\n\r\n Identify and recommend optimal organizational alignments and staffing requirements\r\n Interview potential candidates and make hiring recommendations\r\n Orientation of new employees\r\n Prepare Performance Plans and Development & Training plans\r\n Direct day to day activities\r\n Develop staff through coaching, delegation, and stretch assignments\r\n Counsel employees on a continuous basis; perform periodic formal evaluations\r\n Identify and mentor a qualified Security Engineering Manager successor candidate\r\n As needed, prepare and carry out Remedial Action Plans for sub-performing employees\r\n\r\n\r\nLeadership\r\n\r\n\r\n Demonstrate a positive attitude toward management, coworkers, and customers; be a true "team player" with a focus on excellence in service delivery\r\n Nurture creativity and energetic approaches to service delivery\r\n Set a positive example in all regards; exhibit integrity and honesty, and a passion for public service\r\n Establish Quality Processes such as Continuous Improvement, Do-It-Right-the-First-Time, and Plan-Do-Check-Improve cycle\r\n Ensure that the workgroup complies with Problem Management, Change Management, and Disaster Recovery procedures\r\n\r\n\r\nProject / Task / Resource management\r\n\r\n\r\n Ensure adequate support for mission-critical services, specifically avoiding "one-deep" support conditions\r\n Set project/task priorities for staff consistent with the overall priorities of DTI and customers\r\n Maintain sufficiently close contact with ongoing projects / tasks to maximize on-time and on-spec delivery; notify management in a timely manner of any projects/tasks that are out of compliance with plans\r\n Measure and manage staff resource utilization (man-hours); prepare projected resource plans and analyze vs. actual\r\n\r\n\r\nAdministrative\r\n\r\n\r\n As needed, including various meetings and management reporting\r\n\r\n\r\n

Job Requirements

Applicants must have education, training, and/or experience demonstrating competence in each of the following areas:\r\n\r\n\r\n\r\n Possess a minimum of 4 years' technical engineering experience in two or more of the specific Security Engineering disciplines: Network Security Tools (Firewalls, IDS/IPS), Application Security Tools (Web Application Firewall), Endpoint Detection and Response (EDR), Cloud Security Systems and Tools\r\n Possess a minimum of 4 years' management experience in an IT environment characterized by multiple processing platforms and 24/7 operational support requirements\r\n Trained or experienced in performing organizational analysis including staffing levels, functional alignment, and skills assessment\r\n\r\n\r\n\r\n
