Purpose
Assist project manager and quality assurance manager in the planning, management, customer satisfaction, and financial success of construction project tasks.
Responsibilities
Leadership and Direction
  • Perform work under moderate supervision. Receive direction on moderately complex assignments, tasks, and execution. Work is frequently reviewed by more senior staff to ensure application of sound techniques and principles. Review work produced by junior staff for quality assurance.

At the Operational and Company Level
  • Oversee or participate in the examination and analysis of construction materials.
  • Initiate and/or accept minor deviations from contract standards and specification.

Do the Work
  • Lead, oversee and participate in inspecting work quality and material used in a variety of projects.
  • Verify the work of contractors for accuracy, proper work methods, techniques and compliance with applicable standards and specifications.
  • Review and approve monthly pay applications.
  • Review proposed change orders to contracts for scope of work and appropriate pricing; evaluate and make recommendations on proposed changes; participate in negotiating and preparing change orders.
  • Verify the work of contractors for accuracy, proper work methods, techniques, and compliance with applicable standards and specifications.
  • Oversee or participate in the examination and analysis of construction materials; initiate and/or accept minor deviations from contract standards and specifications.
  • Observe work during progress and upon completion for conformance to plans and specifications; initiate and/or accept minor deviations to standards and specifications.
  • Review and approve monthly pay applications.
  • Perform preliminary and final inspections; determine acceptability of construction; work and sign off on project completion; oversee construction project closeout activities.
  • Review construction plans for constructability.
  • Meet with design professionals or contractors to interpret design intent and modifications to plans and specifications; provide technical guidance and interpretation; ensure compliance with State and industry standards, procedures and regulations.
  • Prepare inspection reports as required. Maintain files and reports regarding inspection and plan check activities and findings.
  • Coordinate contractor's construction schedule to ensure proper and prompt material testing.
  • Ensure contractor has installed and maintains proper traffic control throughout the job site.
  • Make recommendations to management regarding construction and constructability related issues.

Qualifications
  • High school diploma or GED, commensurate relevant experience considered.
  • Three or more (3+) years of experience in construction field in civil improvement projects.
  • Knowledge of civil engineering principles, practices, and methods as applicable to municipal settings.
  • Working knowledge of applicable laws, standards and regulations relating to construction, inspection, safety, and traffic control.
  • Knowledge of public works inspection methods.
  • Skill in reading and interpreting construction drawings, plans and specifications, and contract documents; skill in applying material testing procedures. Ability to prepare, organize and maintain inspection field and office data, reports and systems.
  • Ability to perform required mathematical computations.
    Work knowledge of math, surveying, construction plans, materials testing and construction materials and techniques as it applies to the work environment.
