Overview
The Document Controls Lead will serve as part of the Owner's Project Management Office (PMO), providing leadership for document management, engineering document control, project records management, turnover documentation, and project closeout throughout the Engineering, Procurement, Construction (EPC), Commissioning, and Closeout phases of this major natural gas infrastructure project. The ideal candidate has extensive experience supporting utility, industrial, refinery, compressor station, pipeline, or other large EPC capital projects and understands document lifecycle management from engineering through final turnover. This position is onsite 5 days a week.
Responsibilities
  • Lead the Owner's document control function for Compressor Modernization Project.
  • Develop, implement, and maintain project document control procedures, workflows, and quality standards.
  • Manage engineering, procurement, construction, commissioning, turnover, and closeout documentation throughout the project lifecycle.
  • Review contractor document submissions for completeness, quality, compliance, metadata accuracy, and adherence to project standards.
  • Coordinate document reviews, approvals, transmittals, distribution, and version control between Client, EPC contractors, consultants, and stakeholders.
  • Track engineering deliverables, RFIs, submittals, design packages, vendor documentation, as-built drawings, commissioning records, and turnover packages.
  • Maintain document registers, document status reports, overdue action reports, and executive dashboards.
  • Monitor document KPIs, identify bottlenecks, and recommend process improvements to improve document turnaround and project performance.
  • Support project audits, regulatory compliance, quality assurance, and records retention requirements.
  • Coordinate final project turnover, closeout documentation, and records handover to operations in accordance with SDG&E standards.
  • Work closely with Project Managers, Construction Managers, Engineers, Project Controls, and EPC contractors to ensure accurate and timely document management.

Qualifications
  • Bachelor's degree preferred or equivalent industry experience.
  • 10+ years of Document Control or Records Management experience supporting large EPC or industrial construction projects.
  • Experience supporting utility, natural gas, pipeline, compressor station, refinery, power generation, petrochemical, or heavy industrial projects.
  • Strong understanding of engineering document lifecycle management.
  • Experience managing:
    • Engineering drawings
    • Specifications
    • RFIs
    • Submittals
    • Vendor documentation
    • Commissioning documentation
    • Turnover packages
    • As-built documentation
  • Experience coordinating document workflows between Owners, EPC contractors, engineers, and construction teams.
  • Experience supporting project commissioning and closeout activities.

Wage Data Per State Requirements
Salary range for this position is $110,000 - $130,000. The starting salary will be commensurate with skill, education, experience, and working environment.
