Responsibilities

   PROGRAM MANAGER IV

The Program Manager with Secret clearance will serve as the senior program management lead supporting a reimbursable IT managed services organization that provides infrastructure, platform, and application services to the U.S. Army. This is a fully on-site position supporting operations across the Roanoke and Radford, Virginia area - no remote option is available.

The Program Manager will oversee planning, execution, and delivery of complex IT service programs across Army Enterprise Data Centers (AEDCs) both CONUS and OCONUS, as well as within cloud-hosted environments through commercial cloud service providers. This role requires a seasoned DoD program management professional with strong communication skills and the ability to engage effectively with senior government stakeholders, Program Executive Offices (PEOs), Program Management Offices (PMOs), and other Army customers.

Key Responsibilities: 

  • Lead all phases of program management - planning, execution, monitoring, control, and closeout - for IT services and support programs.
  • Serve as the primary point of contact for government customers including PEOs, PMOs, and senior Army leadership, ensuring timely and professional communication at all levels.
  • Develop and manage program plans, schedules, risk registers, issue logs, and performance metrics in compliance with DoD and Army program management standards.
  • Oversee acquisition planning, contract administration, and procurement activities supporting IT services delivery.
  • Coordinate with engineering, cybersecurity, cloud operations, and logistics teams to ensure integrated, mission-aligned service delivery.
  • Support cost modeling, budget formulation, and financial reporting for reimbursable IT programs.
  • Manage contractor and government personnel performance, staffing, and resource allocation across program work streams.
  • Provide executive-level briefings, status reports, and program documentation to senior DoD stakeholders.
  • Ensure compliance with applicable DoD regulations, Army policies, FISMA requirements, and cybersecurity directives.
  • Support continuity of operations (COOP) and disaster recovery planning efforts

 

Qualifications

Education

  • Bachelor's degree in Information Technology, Business Administration, Systems Engineering, or a related field required. Master's degree preferred. Relevant DoD program management experience may be considered in lieu of a portion of the education requirement.

Minimum Qualifications

  • 8-12+ years of program management experience supporting DoD or federal IT programs.
  • Active PMP (Project Management Professional) certification OR DAWIA Level III certification in Program Management.
  • Active DoD Secret Clearance - required at time of hire.
  • Demonstrated experience managing IT services programs in a DoD or Army environment.
  • Strong written and verbal communication skills with experience briefing senior government officials.
  • Working knowledge of Army acquisition processes, reimbursable program structures, and DoD IT governance frameworks.
  • Experience supporting cloud migration, modernization initiatives, or enterprise IT managed services.
  • Must be available to work fully on-site in the Roanoke / Radford, Virginia area - no remote work option.
  • U.S. Citizenship required.

Preferred Qualifications

  • Experience supporting Army Contracting Command (ACC) or similar DoD acquisition commands.
  • Familiarity with ARMY cloud environments or Army Enterprise Data Center (AEDC) operations.
  • Knowledge of NIST SP 800-series, Risk Management Framework (RMF), and FedRAMP compliance.
  • Experience with cloud financial management (FinOps) in a government setting.
  • Prior PMO leadership experience within a reimbursable IT services organization.
