Northrop Grumman Mission System's Engineering and Sciences (E&S) Baltimore and Partnered Sites (BaPs) Division is seeking an Engineering Program Manager (EPM) to join our team of qualified and diverse individuals. You will support the Program Manager and Chief Engineer as a Systems Architect on multiple major development programs.
What You'll Get to Do:
The EPM within the Engineering Leadership section is accountable for the cost, schedule, and execution of all engineering scope on the program. This role ensures engineering activities are completed on time and within the approved budget and contractual boundaries across all Integrated Product Teams (IPTs). Key responsibilities include driving implementation of the technical execution plan and proactively identifying, securing, and coordinating the engineering resources needed to meet program objectives and commitments.

  • Serve as the primary engineering interface to the Program Manager and partnering functional organizations.

  • Provide engineering inputs to sector program execution reports and other programmatic reviews.

  • Develop, review, and defend engineering proposal estimates and Basis of Estimates (BOEs).

  • Oversee Control Account Management (CAM) for all engineering-related control accounts.

  • Support CEAC, schedule, and financial updates for engineering scope.

  • Lead engineering Page and Line (P&L) reviews to ensure alignment with program objectives and financial targets.

  • Facilitate engineering staffing plans and Work Load Forecasts (WLF) in coordination with functional managers.

  • Coordinate engineering risk and opportunity identification, tracking, and handling plans across all IPTs.

This position is contingent on contract award, the successful transfer of an active U.S Government Secret clearance and the ability to obtain Special Program Access.

Basic Qualifications:

  • Bachelor's Degree with 14 years of experience, a master's degree with 12 years of experience, or a PhD with 10 years of experience in Science, Technology, Engineering, Mathematics or related technical fields; an additional 4 years may be considered in lieu of a degree.

  • U.S Citizenship is required.

  • A current/active U.S Government Secret Clearance.

  • Ability to obtain Special Program Access (SAP).

  • Experience leading multi disciplinary technical/engineering teams.

  • Experience in systems development, integration, and test across the program lifecycle.

  • Demonstrated ability to communicate effectively with technical and non technical stakeholders, both verbally and in writing.

Preferred Qualifications:

  • Advanced degrees in Science, Technology, Engineering or Mathematics or related technical fields.

  • Active U.S Government Top Secret Clearance or higher.

  • Domain expertise in defense electronic systems (e.g., RF, EW, comms, sensors, or avionics)

  • Working knowledge of DoD systems engineering requirements, standards, and lifecycle processes

  • Experience with earned value management and Control Account Management (CAM)

  • Prior experience as an Engineering Program Manager, Integrated Product Team (IPT) Lead, or similar engineering leadership role

  • Demonstrated ability to manage cost, schedule, and technical performance on complex development programs

Primary Level Salary Range: $184,100.00 - $276,100.00The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
