Job description

Abacus Technology is seeking a Program Manager to lead and oversee a team of technical professionals providing support for the RDT&E Engineering and Technical Support (RETS) program.  This is a full-time position.


  • Oversee staffing, formulate and enforce work standards, create personnel schedules, review work discrepancies, and communicate Government policies, purposes, and goals to employees.
  • Utilize key performance parameters to monitor work performance, measure results, ensure delivery of contracted services, support management and decision-making, and facilitate communications.
  • Advise the Government immediately of any operations, maintenance, logistics, training, or management problems affecting the contractor's performance or impacting mission accomplishment.
  • Identify risks, resolve problems, and verify effectiveness of corrective actions.
  • Implement and maintain a process that ensures problems and action items discussed with the Government are tracked through resolution.
  • Track actions taken to improve performance and conduct lessons learned as appropriate to improves processes and methods.
  • Establish and maintain processes for administering all TO efforts with an emphasis on cost-efficiency, schedule, performance, responsiveness, and consistently high-quality delivery.
  • Identify potential cost reduction/mitigation initiatives, efficiencies, and process improvements on a continuing basis and address their progress during Program Management Reviews (PMRs).

10+ years experience managing, planning, developing, and executing major research, engineering, and development efforts for defense organizations.  10 years experience as a lead or deputy Program Manager for major technology programs (or a portfolio of programs) exceeding $100M in value.  Bachelor’s Degree from an accredited college or university in one of the following areas: System Engineering; Aerospace Engineering; Electrical Engineering; Physical Sciences; Software Engineering; Cyber Engineering; or AI/ML Engineering.  Demonstrated expertise in managing the entire lifecycle of technology design, manufacturing, integration and testing.  Proven leadership in managing portfolios of diverse technology development programs.  5 years experience leading and operating within highly classified environments, including SAP and SCI.  5 years experience with the DoW’s Defense Acquisition System DoD 5000 series.  Demonstrated knowledge of DoW organizational structure and experience collaborating with R&E program managers.  Strong communication skills, essential for leading cross-functional teams and briefing senior stakeholders.  10 years experience managing support services contracts of comparable size, scope, and complexity to this task order desired.  10 years experience establishing and maintaining strong, collaborative working relationships with stakeholders across the DoW preferred.  5 years experience and foundational knowledge in the field of Electromagnetics and Radio Frequencies (EM/RF) preferred.  Able to organize, prepare and discuss concepts and technical issues in an appropriate manner with senior-level staff.  Knowledge of government budgeting and resource allocation procedures; and the ability to find innovative ways to resolve problems.  Experience with MS Office and Project.  Must be a US citizen and hold a current Top Secret clearance with SCI access (TS/SCI) and SAP eligibility.
