Pantheon Data (a Kenific Holding company) is a private, small business based in the Washington, DC, area. Pantheon Data was founded in 2011, initially providing acquisition and supply chain management services to the US Coast Guard. Our service offerings have grown in the past ten years, including infrastructure resiliency, contact center operations, information technology, software engineering, program management, strategic communications, engineering, and cybersecurity. We have also grown our customer base to include commercial clients. The company has used this experience to expand our service offerings to other agencies within the Department of Homeland Security (DHS), the Department of Defense (DoD), and other Federal Civilian Agencies.
Position Overview
Pantheon Data is seeking a Program Manager for Enterprise Software Engineering and Design to support a new contract in the Department of Navy. This role has overall responsibility for design of a new enterprise IT environment to deploy Pantheons Theios AI platform in support of our client. The ideal candidate has experience in solutions architecture, systems, and systems of systems, engineering, and taking their designs from concept to delivery; and Is never satisfied with "how we've always done it". You will work for the Senior Program Manager, along side deployment and cloud migration Program Managers, to design a deployment program to modernize a 20+ year old Navy IT environment into a modern, AWS GovCloud, deployment of Theios AI. You'll take the existing Theios AI platform, design customizations for our client's requirements, and work with the product development team to make it reality. You'll hire and manage teams of Architects, Systems Engineers, and Cyber Security/ATO professionals to design a To-Be architecture and deployment requirements for our Deployment and Migration teams to execute.
Responsibilities
  • Lead the enterprise software engineering, systems architecture, and design strategy for deployment of Pantheon Data's Theios AI platform within a Department of Navy environment, modernizing legacy systems into a secure, scalable AWS GovCloud architecture.
  • Oversee DoDAF-based enterprise architecture development, including As-Is and To-Be modernization planning, systems-of-systems engineering, technical solution design, business process reengineering, and deployment requirements to support AI-enabled transformation.
  • Partner with Senior Program Leadership, Product Development, Cloud Migration, and Deployment teams to translate operational requirements into technical solutions, drive platform customization, and support delivery from concept through implementation.
  • Hire, lead, and manage geographically dispersed teams of Architects, Systems Engineers, Cybersecurity/ATO professionals, and technical analysts to develop enterprise deployment strategies, technical designs, and implementation roadmaps.
  • Serve as the primary client-facing technical leader for Navy stakeholders (O-3 to O-6 / GS-11 to GS-15), facilitating requirements gathering, building stakeholder consensus, and delivering innovative solutions to complex mission and modernization challenges.
  • Ensure enterprise solutions align with Department of Navy cybersecurity, RMF, and ATO requirements while establishing governance frameworks, architectural review processes, and risk mitigation strategies to support secure deployment and long-term operational success.

Required Skills and Experience
  • Bachelor's degree in related field.
  • 15+ years of experience in developing and implementing solutions for the Department of War, ideally in Department of Navy.
  • Demonstrated experience with enterprise IT engineering and design for DoW clients.
  • Must have experience in DoDAF based architecture development, particularly As-Is to To-Be modernization and capability improvements.
  • Must understand the DoN ATO and cyber security process.
  • Must have experience solving hard problems for Navy or DoW customers
  • Experience overseeing large groups of analysts conducting both technical and process details across a wide-range of technologies
  • Should have experience with business process re-engineering and systems design to support re-engineered processes.
  • Ideally has experience with AWS GovCloud and understands the ATO process for cloud software.
  • Ideally has experience with modern AI tools, including agentic AI deployments for process modernization.
  • Must have experience with systems, and system of systems, engineering; focused on IT and AI enabled solutions.
  • Ideally has experience with COTS software integration and deployment to client environments and processes.
  • Must have experience with client interface at the O-3 to O-6 (GS 11 to GS 15) levels, extracting requirements and building consensus for solutions.
  • Must have experience managing geographically dispersed, remote work, teams.
  • Relevant certifications (AWS Solutions Architect Associate, CompTia Security+).
  • Ability to work effectively remotely in cross-functional teams.
  • Ability to meet deadlines and produce quality work.
  • Proficient in Microsoft Suite software including Outlook, Word, Excel, SharePoint, and PowerPoint.

Preferred Skills and Experience
  • Should have experience with develop strategies for large program Governance within a Federal or DoW environment.
  • Should have experience overseeing architectural review boards.
  • The team will utilize the ARIS platform, experience with it is a plus.

Work Location: Work location is on-site with the client in Arlington, Virginia and Washington, DC, with 25% travel to other military installations.

Compensation
The salary range for this position is $150,000 - $225,000. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
