The Director of Program Enablement will lead the Energy Provider practice's Program Enablement solution offering, combining Program/Project Management Office (PMO) leadership with Change Management (OCM) to help utility clients successfully deliver complex, technology-enabled transformation programs. This Director role blends hands-on client delivery with solution leadership, business development, and team growth, and is accountable for shaping how we bring PMO and change capabilities to the market across major utility modernization initiatives.

The ideal candidate brings deep experience working with electric and gas utilities, with a strong track record leading PMO and change efforts for technology-driven programs such as AMI, GIS, CIS, ADMS, DERMS, ERP, cloud, and digital grid initiatives.

This is an opportunity to shape transformative initiatives that modernize critical infrastructure and advance digital capabilities for leading utility organizations.

What You Will Do:

  • Own and evolve the Program Enablement offering within the Energy Provider practice, integrating PMO, program governance, and change management into a cohesive, scalable solution.
  • Define standard delivery approaches, accelerators, templates, and maturity models for technology program PMOs and change enablement.
  • Partner with Energy Provider market leaders and technology teams to embed Program Enablement into broader transformation offerings (e.g., grid modernization, customer systems, digital utility programs).
  • Mentor and develop PMO and OCM practitioners; serve as a visible leader and coach across delivery teams.
  • Lead or oversee PMO and Change Management engagements for large, complex utility technology programs, often spanning multiple workstreams, vendors, and regulatory stakeholders.
  • Establish and run enterpriselevel PMOs, including governance, integrated planning, risk and issue management, financial tracking, reporting, and executive communications.
  • Design and execute change strategies that drive adoption of new technologies, processes, and operating models, including stakeholder engagement, communications, training, and readiness.
  • Serve as a trusted advisor to utility executives, program sponsors, and regulatory stakeholders.
  • Lead and support business development, including opportunity shaping, proposal development, and orals for PMO and changecentric pursuits.
  • Build strong client relationships, identify followon opportunities, and expand Program Enablement scope across multiyear utility transformation programs.
  • Collaborate with account teams to position Program Enablement as a differentiator in competitive utility technology pursuits.
  • Contribute to thought leadership, case studies, and market-facing materials related to PMO excellence and change enablement in utilities.

What You Will Need:

  • Must be a US Citizen or US Permanent resident, due to the nature of client engagements.
  • Bachelor's degree in Business, Information Technology, Engineering, or related field.
  • Ten (10+) plus years of post-graduation work experience in program management, PMO leadership, and change management, with significant experience serving utility clients.
  • Demonstrated leadership of technology-enabled utility programs, such as AMI, GIS, CIS, ERP, ADMS, DERMS, OMS, data platforms, or cloud modernization.
  • Proven experience designing or running enterprise or large program PMOs, including governance models, integrated plans, reporting, and executive dashboards.
  • Strong background in organizational change management for technology and process transformation, including stakeholder engagement and adoption.
  • Experience in management consulting or professional services, with responsibility for client delivery and business development.
  • Ability to operate comfortably at the executive level while remaining credible and effective with delivery teams.
  • Ability to travel.
  • Ability to work onsite in a Guidehouse Office or Client Office location.
  • Currently reside in the contiguous United States.

What Would Be Nice To Have:

  • Preference will be given to candidates residing within 50 miles of a Guidehouse Office or approved Client Office location.
  • Advanced degree in business, engineering, public policy, or a related field.
  • PMO, Agile, or Change Management certifications (e.g., PMP, PgMP, SAFe, Prosci, CCMP).
  • Experience navigating utility regulatory environments and working with external oversight bodies.
  • Prior experience building or scaling solution offerings within a consulting practice.
The annual salary range for this position is $197,000.00-$328,000.00. Compensation decisions depend on a wide range of factors, including but not limited to skill sets, experience and training, security clearances, licensure and certifications, and other business and organizational needs.
