Purpose

This Project Specialist, Water will report to the Senior Manager, Capital Administration and Operations. The role coordinates between Liberty Utilities-Missouri, customers, contractors, and regulatory authorities regarding the planning, design, and construction of new and replacement water distribution facilities.  Ensures construction consistency with plans, specifications and schedules.  Manages and tracks project costs.  Performs field testing and inspection as needed.  Creates in-field as-built drawings and verifies GIS information against field installations.  Submits reports of final inspection at job completion.  Reviews job site plans for accuracy. 

Accountabilities
  • Knows and abides by company's safety policy and procedures.
  • Provides excellent customer service to all internal and external customers.
  • Inspects contractor job sites to verify and ensure compliance with company specifications for water distribution system installations.
  • Prepares developer agreements, service agreements, and other necessary documents for developers and others extending or connecting to the water system.
  • Coordinates all distribution system easement and right-of-way work.
  • Provides information for development of Field Work Orders (FWO).
  • Orders, receives, inventories and disburses materials associated with assigned projects.
  • Performs bacteriological sampling related to placing new facilities in service.
  • Ensures construction consistency with plans, specifications and schedules.
  • Manages and tracks project costs.
  • Creates in-field as-built drawings and verifies GIS information against field installations.
  • Submits reports of final inspection at job completion.  
Education and Experience
  • Associate degree in business or related technical field, i.e. Auto Cad, Project Management is preferred.
  • 3-5 years of water utility distribution work experience.
  • 1-2 years' experience in construction project management, preferably water utility construction.  Must be familiar with OSHA regulations, GIS/GPS equipment and information analysis.
  • Maintain a valid State driver's license.
  • Physical:   The employee is occasionally required to walk over uneven terrain; the employee must frequently lift and/or move up to 25 pounds and occasionally lift and/or move up to 50 pounds.
  • Sensory: While performing the duties of this job, the employee is frequently exposed to moving mechanical parts and outside weather conditions.  The employee is occasionally exposed to fumes or airborne particles and loud noise from machinery. 
  • Mental:  Ability to analyze and understand  construction plans, drawings and maps and perform mathematical computations
