The role is responsible for managing the execution of complex projects, ensuring alignment with program goals, regulatory compliance, and timely delivery. This includes coordinating cross-functional teams and external stakeholders, overseeing budgets and documentation, and ensuring adherence to federal requirements such as HUD CDBG-DR, NEPA, and Davis-Bacon. The position also supports risk management, audit readiness, and fosters a collaborative work environment focused on accountability, technical excellence, and service to the community.

Essential Functions:
- Manage day-to-day project operations, ensuring alignment with program goals, timelines, and compliance requirements.
- Coordinate efforts across internal teams (compliance, engineering, environmental, finance, construction oversight) and external stakeholders, including subrecipients, beneficiaries, and regulatory agencies.
- Monitor project budgets, schedules, and deliverables; prepare regular reports on progress, risks, and performance metrics.
- Ensure compliance with applicable federal regulations, including HUD CDBG-DR, NEPA, Section 3, Davis-Bacon, procurement rules, and other cross-cutting requirements.
- Oversee the development, review, and approval of key project documentation such as implementation plans, permitting packages, procurement records, and draw requests.
- Lead coordination meetings, track action items, and maintain thorough documentation to support transparency and audit readiness.
- Support subrecipient and beneficiary performance monitoring to ensure technical and regulatory standards are met.
- Assist in identifying risks and implementing mitigation strategies and corrective actions as needed.
- Review and recommend approvals for payment certifications and construction change orders.
- Participate in audits and reviews to ensure project accountability and compliance.
- Foster a collaborative, high-performance work environment focused on accountability, technical excellence, and community impact.
- Effectively manage multiple projects and teams under pressure while maintaining attention to detail and regulatory adherence.
Minimum Qualifications:
- Experience: Five (5) years of project management experience
- Degree: Bachelor's degree in engineering, architecture, project management, or related field.
- Bilingual: Fluent verbal and written communication skills in English and Spanish.
- Experience coordinating with public sector entities, including municipalities and government agencies.
- Proficient in Microsoft Office Suite, Smartsheet, and project management tools.
- Willingness to work overtime as needed based on project demands.
Preferred Qualifications:
- PMP certification or PE license.
- Familiarity with HUD CDBG-DR program requirements and federal grant management regulations.
- Knowledge of energy systems projects, including electrical distribution, generation (e.g., CHP, PV), and battery storage.
