Job description
The Agency You'll Join:
The New York City Mayor's Office is responsible for overseeing city services throughout the five boroughs, coordinating public agencies and departments, and managing public property. The administration is leading the fight in making the city more affordable, reducing inequality, improving public safety, ensuring delivery of efficient and effective services, and working to make New York City's economy stronger. We value leadership, transparency, fairness, and efficiency as we actively seek diverse talents from various sectors to join our team. For current job opportunities, visit our careers page.
The Team You'll Work With:
The Mayor's Office of Climate and Environmental Justice (MOCEJ) is a team of architects, lawyers, data and climate scientists, engineers, policy advisors, geologists, and city planners working to create a city where our 8.8 million New Yorkers can live, work, learn, and play in healthy, resilient, and sustainable neighborhoods.
MOCEJ integrates sustainability, resiliency, and environmental justice into one coordinated approach across several climate and environmental offices, all working to make our buildings efficient and resilient; our infrastructure climate-ready; our streets, open spaces, and public realm active, safe, and healthy; and our energy clean and resilient. All New Yorkers deserve safe, healthy, resilient, and sustainable environments, even as the climate changes.
MOCEJ is committed to improving environmental quality for all, prioritizing front-line communities, seeking to redress current and past injustices and inequities, while creating economic opportunities for all. Through science-based analysis, policy and program development, and capacity building, MOCEJ leads the City's efforts to ensure that New York City is minimizing its contributions to climate change, preparing to adapt and protect New Yorkers from extreme weather and multiple climate hazards, and giving every New Yorker a meaningful voice in our city's future.
The Problems You'll Solve:
This position reports to the Deputy Director for Clean Energy and will support the development and implementation of initiatives and policies that support a just, clean energy transition. The ideal candidate will be an organized and results-driven self-starter with demonstrated experience in project management, stakeholder outreach, research, and policy development, as well as have the ability to work both independently and as part of a team. The Policy Advisor must be able to operate in a fast-paced environment with a high level of professionalism, often under short deadlines and high-pressure.
About You:
- You will ensure the Clean Energy team's prioritization and decision-making processes center equity and inclusivity and support MOCEJ's environmental and economic justice goals, by informing policy implementation strategies that move resources and investments directly to Disadvantaged Communities (DACs) and Environmental Justice communities.
- You will develop subject matter expertise and support the creation of MOCEJ positions on the Administration's clean energy priorities, including large-scale renewable energy generation and transmission resources, energy infrastructure resiliency and adaptation, energy markets, and the New York Independent System Operator's regulations and policies.
- You will support the City's Public Utility Advocate, advocating on behalf of utility customers to keep rates low, advance clean energy, and improve affordability programs so that eligible New Yorkers receive financial assistance to cover their utility costs. This will include designing and conducting public education and discussion events; conducting research and analysis on rate affordability, consumer protection, and service provision policies and processes; designing policy to advance utility ratepayer interests; and more.
- You will support the implementation of key commitments in the clean energy portfolio. Manage complex initiatives involving multiple stakeholders, timelines, and deliverables. Develop guidance documents to educate developers, city agency staff, and the public on clean energy deployment and energy affordability programs.
- You will liaise with other agencies on workstreams, including energy affordability programs, offshore wind interconnection, transmission, city-owned property siting for energy, infrastructure, and large-scale renewable generation projects.
- You will coordinate Clean Energy team responses to federal, New York State, and City regulatory and legislative proceedings and proposals. Specifically, this role will advance NYC's participation in New York State Public Service Commission and Federal Energy Regulatory Commission regulatory proceedings, working with the City's outside energy legal counsel, City agencies, and leadership to develop City comments, testimony, and supporting studies and research; facilitate multi-agency review of drafted submissions; and support timely filing.
- You will conduct in-depth research and distill complex energy issues into succinct and accessible formats, including policy memos, reports, and external correspondence.
- You will establish and maintain relationships with stakeholders from government agencies, advocacy organizations, community groups, academia, real estate, industry leaders and developers, and elected officials to build literacy, ensure meaningful engagement in decision-making, and build support for MOCEJ's clean energy goals.
- You will represent MOCEJ at public forums, community events, panel discussions, and speaking engagements. Prepare and deliver presentations on complex clean energy and energy affordability topics to diverse audiences. Engage with community groups, civic organizations, and industry stakeholders to build support for MOCEJ's clean energy initiatives.
Minimum Required Qualifications:
- A baccalaureate degree from an accredited college and a minimum of three years of relevant experience in building architecture, engineering, sustainability management, energy management, city planning, urban planning, urban design, public administration, economic development, real estate finance or other related fields.
Additional Information
- In addition to the resume, a cover letter is required to apply.
