Job description

Position: Senior Environmental Engineer – Air Compliance

MUST BE WILLING TO RELOCATE

Summary:

This senior-level professional role is responsible for leading compliance with local, state, and federal environmental regulations at a refinery, with a primary focus on air regulatory programs. The position oversees air permits and approvals, drives continuous improvement in compliance systems, and supports water and waste programs as needed. The role requires strong collaboration across departments and interaction with regulatory agencies and external stakeholders, while providing leadership coverage for the Environmental Manager when required.

Job Duties:

Air Compliance & Regulatory Oversight:

  • Lead and manage refinery air regulatory compliance programs
  • Maintain air permits, approvals, and associated documentation
  • Ensure adherence to EPA and state environmental regulations (e.g., ODEQ)
  • Monitor flare operations, CEMS performance, and emissions testing activities
  • Stay current on emerging environmental regulations and industry standards

Reporting & Documentation:

  • Lead preparation of monthly, quarterly, semi-annual, and annual environmental reports (e.g., NSPS/MACT, Air Emissions Inventory)
  • Ensure accuracy, completeness, and on-time submission of all required reports
  • Maintain organized and accessible environmental records and documentation
  • Develop and maintain environmental data management and reporting systems
  • Support implementation of environmental data assurance initiatives

Performance Monitoring & Continuous Improvement:

  • Track day-to-day environmental performance and KPI metrics
  • Build and manage environmental compliance dashboards
  • Identify and implement continuous improvement initiatives related to compliance systems
  • Participate in root cause analysis investigations for environmental incidents

Stakeholder Engagement & Communication:

  • Respond to regulatory agency inquiries and support inspections and audits
  • Review and oversee agency communications and official reporting
  • Communicate environmental performance and compliance status to internal teams
  • Provide environmental training and develop compliance procedures
  • Collaborate with Operations, Maintenance, Engineering, and contractors

Leadership & Operational Support:

  • Provide backup support to the Environmental Manager
  • Manage priorities, deadlines, and multiple concurrent programs
  • Lead or support environmental teams, contractors, and technical staff
  • Participate in emergency response team activities and off-hours callouts
  • Ensure alignment with company mission, values, and operational excellence standards

Job Requirements:

Education:

  • Bachelor of Science in Chemical Engineering preferred
  • Other engineering or related technical degrees considered
  • Professional Engineer (PE) license preferred

Experience:

  • 10+ years of refining or chemical industry experience required (15+ years preferred)
  • 6+ years of environmental regulatory experience with air compliance required (10+ years preferred)
  • Minimum 2 years of supervisory or leadership experience preferred

Skills & Competencies:

  • Strong knowledge of air regulatory frameworks and compliance programs
  • Understanding of Piping & Instrumentation Diagrams (P&IDs) and Process Flow Diagrams (PFDs)
  • Proven leadership, organizational, and multitasking abilities
  • Strong analytical, mathematical, and problem-solving skills
  • Advanced computer skills including spreadsheets, reporting tools, and documentation systems
  • Excellent written, verbal, and presentation communication skills
  • Ability to work effectively in a team-oriented environment
  • Flexibility to adapt to changing work schedules and priorities

Other Requirements:

  • Ability to interface with all organizational levels and external stakeholders
  • Willingness to participate in emergency response activities
  • Must be legally authorized to work in the United States without sponsorship
