Provides logistical support for the Emergency Medical Services Division to ensure the readiness and ability of the Division to respond to emergency calls by maintaining adequate levels of equipment, readiness of fleet and necessary facilities. Serves as the liaison between the EMS Division and County support services relating to logistical needs. Essential Functions Assists the EMS management in strategic and tactical planning to assure the most efficient development and utilization of EMS logistical resources.

Assist EMS management in establishing priorities for anticipated logistics requirements for each fiscal year; assist with preparation and submittal of annual budget information; assist with budget revisions as appropriate; support administration of approved budget and monitors operational expenditures for fiscal compliance. Evaluates facilities needs and equipment demands for the division based on calls for services, equipment serviceability, inventory forms, and assigned equipment lists; reviews plans and drawings for future station sites. Manages the specification, procurement and maintenance of all EMS assets.

Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals. Establishes priorities for all logistics activities; delegates assignments to and placement of personnel; ensures proper allocation of personnel and other resources; disseminates information and special orders. Maintains an accurate warehouse inventory of EMS supplies including pharmaceuticals, medical supplies, medical and portable equipment, and uniforms; ensures that all equipment complies with all local, state and federal regulations; oversees the disposition of surplus EMS property.

Oversees preparation, decontamination, inventory, repair, and/or maintenance of medical supplies, first aid materials, and medical equipment for safe operation; ensures all equipment is tested on a regular basis; responsible for repair/replacement of tools/equipment on ambulance; oversees equipment being placed in service within EMS work units. Investigates accidents and reviews lost or damage claims concerning equipment and/or supplies and assists in determining potential culpability. Coordinates with Collier County Sheriff's Office Communications and the 800MHz radio system vendor for radio programming and repair.

Functions as the EMS liaison to the Fleet Management and Facilities Management Divisions; coordinates the maintenance needs of EMS with County staff and external vendors. Provides oversight and coordination of all aspects of EMS vehicles; acts as Division liaison to the County Fleet Management Division to ensure the regular maintenance and inventory of all vehicles and trailers, including all included equipment; coordinates disseminating preventative maintenance schedules to the appropriate personnel. Schedules all maintenance and repairs for EMS vehicles through internal and external maintenance garages; maintains records on location, condition, maintenance, etc.

of EMS vehicles and equipment; maintains all insurance and maintenance contracts. Manages the design and maintenance all of the vehicles within EMS; oversees acquisition and distribution of fuel cards, insurance cards, hospital cards, ALS stickers, and toll stickers. Provides direct oversight on the commissioning and decommissioning of all EMS vehicles, including all required certifications.

Develops periodic specifications for the procurement of EMS vehicles in compliance with County procurement policies and procedures; manages all external vendors that support this task, including upfitters. Manages preparation for CAAS compliance and midpoint and final inspections of all County EMS ambulances. Represents the EMS at meetings and conferences; and serves as a liaison between shifts/divisions/sections, external organizations, municipal agencies, fire districts, the public, and others to promote collaboration, resolve conflicts, intergovernmental cooperation in support of County-wide operations; evaluates and facilitates positive relationships between shift/division/section personnel and other agencies; conducts and participates in multi-agency emergency exercises to evaluate preparedness.

Conducts training for EMS employees to ensure staff are both knowledgeable and capable of safely utilizing vehicles and equipment. Attends training, staff meetings and in-service training as required to remain knowledgeable of divisional operations, to promote improved job performance, and to stay current with applicable emergency medicine techniques, state/municipal policies, procedures, codes and laws. ADDITIONAL FUNCTIONS Provides on-call support for severe weather events and mass casualty incidents that require utilization of local, state and regional resources.

Performs other related duties as required. Minimum Qualifications Minimum Qualifications Associates required. Three (3) years of related experience required.

Candidates without a related degree should possess an additional two (2) years of related experience. Fingerprinting required. LICENSES/CERTIFICATES Must possess and maintain a valid Florida Driver's License with any applicable endorsement(s) to drive a County vehicle as provided in CMA 5805.

Supplemental information Salary offers above the minimum of the pay grade may be considered based on qualifications. Essential Employees may be required to work during an undeclared emergency and/or declared emergency. On an incident-by-incident basis, the County's Administrative Office will make the determination as to who will be required to work.
