Job Summary Manages, directs, and coordinates preparedness, response, recovery, and mitigation activities for businesses, residents, and guests of Collier County and coordinates plans and programs with the Florida Division of Emergency Management, overseeing the Emergency Management Division. Serves as a full-time emergency management program director as designated and in accordance with Florida Statute Chapter 252. Essential Functions Establishes strategic plans, goals, and objectives for the Emergency Management Division; ensures the Division's strategic plans support the broad County mission, goals, and objectives; provides direction and oversight to subordinate division directors regarding individual division work plans; and ensures the division work together to maximize Division performance and the use of resources; serves as a member of the Executive Management team, making large-scale strategic decisions.

Develops benchmarks and performance measures for the Emergency Management Division; monitors and evaluates the programs, services and operations provided by the Division; and identifies performance shortcomings and accomplishments; identifies and directs the implementation of changes in work plans, priorities, resource allocation, policies, and procedures as needed to improve Division work products and performance; ensures all Division programs, operations and services comply with applicable County, state and federal regulations, statutes, ordinances and policies, and that the Division is meeting the needs of the community. Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals. Manages work assignments for and directs daily operations of the Emergency Management Division, related program activities, and support personnel; delegates assignments to subordinates; submits personnel requisitions.

Coordinates the Division's activities with other Departments, Emergency Services managers from other Counties, external agencies, consultants and contractors, and the public; establishes and maintains work relationships which are collaborative, responsive, and effective; serves as liaison to the State Emergency Operations Center (EOC). Represents the Division to Board of Commissioners, elected officials, and County Manager; approves all executive summaries, budget amendments and other documents being submitted and/or presented to the Board of County Commissioners; provides activity and status reports, updates, study findings, and recommendations to the Board regarding Department operations, programs, and services; provides guidance and advice regarding emergency services, disasters, divisions, programs, and related issues; drafts new legislation and/or County ordinances as appropriate. Represents the County to state and federal officials, local businesses, community organizations, citizen groups, the media, and the public; provides information regarding Emergency Management Division, projects and department operations and services; obtains information regarding the Division's performance, community emergency service needs, etc.; responds to inquiries, concerns and/or complaints that cannot be resolved by subordinate managers

Disseminates and schedules Emergency Management training programs for the Public Safety personnel in the County. Establishes priorities for Division activities; responsible for elements of the growth management plan; develops short term and long-range strategic plans for the Division. Formulates, develops, and implements standard operating procedures and policies; monitors implementation of divisional rules and regulations; updates the Division's guidelines according to federal, state, or local legislation.

Schedules and coordinates training for subordinates; ensures proper allocation of personnel and other resources; establishes and maintains a resource deployment/use tracking system to determine actual use. Prepares long range management plans and growth development plans by compiling statistical/trend data, studying incident trends, analyzing community needs, and following Division and county administrative goals and objectives. Instructs and directs subordinates regarding proper procedures and protocol of the Division, enforcement of county ordinances and codes, and various other job-related issues; ensures compliance with guidelines, policies, procedures, and divisional regulations.

Administers various programs and contracts for goods and services for the Division; develops bid and project specifications; reviews, evaluates and/or approves work products. Responds to questions, complaints, and requests for information/assistance from the public, patients, fire, law enforcement, and medical personnel, various agencies, employees, volunteers, elected officials, supervisors, or other individuals. Evaluates and determines proficiency level of services and assigned personnel; identifies areas requiring improvement; formulates and executes action plan to correct deficiencies.

Ensures state-of-the-art equipment and methodology is used in all areas of responsibility. Manages a Comprehensive Emergency Management Plan (CEMP); advises and assists local government officials in planning, establishing, and maintaining emergency operation capabilities Coordinate programs/activities associated with preparation for, response to, and recovery from natural or man-made disasters or emergencies affecting lives and property of citizens. Develops emergency management articles for publications; prepares and disseminate media and Public Service Announcements (PSA) and related information releases; manages content of the annual "Hazards Guide" for county residents.

Oversees and develops requirements for Healthcare Emergency Plans; oversees the Weapons of Mass Destruction Program. Receives advisories and forecasts, reads various type maps, reviews storm surge computer models, and interprets weather data; issues alert for severe weather to the media for broadcast to the public. Recommends evacuations of the BCC during potential emergencies.

Serves as Operations Director during periods of Emergency Operations Center (EOC) activation. Establishes and maintains an emergency shelter system; responsible for shelter selection during emergencies; activates inclement weather sheltering plan for the homeless. Review zoning changes for Plan Unit Developments and DRIs; reviews requests for variances.

Oversees the statewide Mutual Aid Program for all jurisdictions in Collier County; coordinates mutual aid support activities with state department of Emergency Management and other counties; reviews and updates mutual aid procedures and agreements; coordinates preparedness with the local Red Cross unit. Develops, plans, and conducts internal and multi-agency emergency exercises to evaluate planning and preparedness. Coordinates aerial overflights by the Civil Air Patrol during exercises and for damage assessment; assists other county agencies in debris management.

Obtains Global Positioning System (GPS) data; maintains and updates the critical facilities database. Appears as a guest speaker on various radio and television talk shows to discuss Emergency Management and disaster preparedness. Establishes priorities for anticipated divisional requirements for each fiscal year; prepares and submits annual budget information; recommends budget revisions as appropriate; administers approved budget and monitors operational expenditures for fiscal compliance.

Develops federal and state grant proposals and prepares grant applications for program funding assistance; administers and monitors grant funded programs; supervises grant financial accountability and oversees preparation of grant related reporting; ensures compliance with terms of the grant. Prepares executive summaries and develops memoranda of understanding with first response agencies. Cooperates with federal, state, and local law enforcement, emergency management, and/or other agencies as necessary Minimum Qualifications In accordance with the requirements of Florida Statutes, section 252.38, candidates must possess: Bachelor's Degree in emergency management or preparedness, public administration, business or public management; or fifty hours of training in these areas

Six (6) years of related, verifiable experience. Four (4) years included in the experience requirement must include verifiable experience in comprehensive emergency management services that includes improving preparedness for emergency and disaster protection, prevention, mitigation, response, and recovery, with direct supervisory responsibility for responding to at least one (1) emergency disaster. A master's degree in a related field may be substituted for two (2) of the years of experience required, but not for the required supervisory experience.

A valid accreditation as a Certified Master Exercise Practitioner through the Federal Emergency Management Agency, Certified Emergency Manager through the International Association of Emergency Managers, or Florida Professional Emergency Manager through the Florida Emergency Preparedness Association may be substituted for the requirements. Completion of 150 hours in comprehensive emergency management training provided through or approved by the Federal Emergency Management Agency or its successor, including completion of the following National Incident Management System courses (completed not earlier than 10 years preceding date of appointment), or equivalent courses established by the Federal Emergency Management Agency through the Emergency Management Institute: ICS-100: Introduction to the Incident Command System; ICS-200: ICS for Single Resources and Initial Action Incidents; ICS-300: Intermediate ICS for Expanding Incidents; ICS-400: Advanced ICS for Command and General Staff; IS-700: National Incident Management System, An Introduction; and IS-800: National Response Framework, An Introduction. A valid driver license.

If the license is not a Florida driver license, the director must obtain a Florida driver license within 30 days after being appointed as director. Fingerprinting required. Supplemental information Salary offers above the minimum of the pay grade may be considered based on qualifications.

Essential Employees may be required to work during an undeclared emergency and/or declared emergency. On an incident-by-incident basis, the County's Administrative Office will make the determination as to who will be required to work.
