Job description

This position is located in the Office of Response and Recovery, Field Operations Directorate, Workforce Management Division, serving as Chief, Workforce Generation Branch (WGB). The ideal candidate for this position will be leading FEMA's incident workforce (IW) enterprise-uniting partners, shaping force structure and IW titling, and guiding cadres and regions so the right people with the right skills are ready to deploy before, during, and after disasters.Qualifications:Current Federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the Federal service. The qualification requirements listed below must be met by the closing date of this announcement.
To qualify for this position at the GS-15 level, you must possess one full year of specialized experience equivalent to at least the GS-14 level in the Federal government, which has equipped you with the skills needed to successfully perform the duties of the position. Experience may be obtained in the federal government, a state or local government, or private sector, and must demonstrate the following:
  1. Leading multidisciplinary teams responsible for emergency management or incident workforce programs, including setting work priorities and assigning tasks to staff; and
  2. Managing organization-wide emergency management or incident workforce programs that support incident staffing, readiness, or deployment-with a focus on change management; and
  3. Developing and implementing policies, procedures, or guidance that govern workforce planning, staffing, or deployment across multiple offices or locations; and
  4. Using workforce or operational data to identify staffing gaps, develop forecasts, and prepare recommendations for senior leadership on workforce needs; and
  5. Providing advice and consultation to senior leaders at Headquarters, Regions, and the field on incident workforce issues (for example, surge staffing, deployment, or demobilization), and coordinating with internal or external partners to address those needs.
