Zantech is looking for a talented Financial Analyst to contribute to the success of our upcoming Service Delivery & Resource Allocation Management Support project for an onsite role based out of Arlington, VA.

The Financial Analyst will:

  • Generate and route MIPRs and Purchase Requests for the front office and up to Program Managers
  • Develop and deliver program plans and quarterly review documentation
  • Produce and deliver office and program budgets
  • Deliver monthly financial execution reports (forecasts, commitments, obligations, expenditures)
  • Manage travel budget for approximately 30 ACO Government personnel
  • Prepare and submit Research and Development Descriptive Summaries (RDocs)
  • Generate custom ad hoc financial reports on request

The Financial Analyst provides the core financial management support, tracking budgets and funding allocations across all of the front office and program activities. The Financial Analyst generates and routes MIPRs and PRs, produces monthly financial execution reports for up to 14 Program Managers, manages a ~30-person government travel budget, and prepares annual RDoc submissions. Work requires a deep understanding of DoD financial regulations, program specific budget structures, and the ability to maintain 99% budget calculation accuracy under dynamic requirements.

Designated Impact:

The Financial Analyst is critical to mission execution errors in MIPR/PR processing, budget reporting, or RDoc submissions directly delay program funding and jeopardize compliance with DoD Financial Management Regulations.

Responsibilities include, but will not be limited to:

  • Generate and route MIPRs and PRs with all required attachments for ACO front office and up to 14 ACO Program Managers, achieving 95% error-free processing
  • Maintain comprehensive knowledge of each PM's portfolio including approved programs, Congressional budget data, new initiatives, seedlings, SBIR/STTR, and performers
  • Develop and deliver program plans and quarterly review documentation in Government-provided formats
  • Produce office and program budgets based on Government-approved technical basis of estimates
  • Deliver monthly financial execution reports for each DARPA PM and one comprehensive ACO office budget, including forecasts, commitments, obligations, and expenditures
  • Manage travel budget for approximately 30 ACO Government personnel; maintain monthly travel plan ensuring expenditures do not exceed allocation by more than 3% annually
  • Prepare and submit annual RDocs within Government-established timeframes, consolidating input from all ACO programs and preparing final justification narratives
  • Generate custom ad hoc financial reports within established deadlines with no more than one revision required per report

Required Experience or Knowledge of the following technologies/functions:

  • Minimum 6 years in a financial analyst role, including milestone tracking
  • Experience generating and routing MIPRs and Purchase Requests under DoD Financial Management Regulation (FMR)
  • Proficiency in DoD financial systems (DARPA financial system access provided by Government)
  • Experience producing financial execution reports including forecasts, commitments, obligations, and expenditures
  • Familiarity with DARPA or DoD budget structures including Congressional efforts, SBIR/STTR, and seedling programs
  • Strong skills in Microsoft Excel for budget tracking, RDoc template updates, and ad hoc reporting
  • Ability to maintain 99% accuracy in budget calculations and manage travel budgets within 3% variance
  • Experience preparing Research and Development Descriptive Summaries (RDocs) preferred
  • Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint) and related software
  • Strong oral and written communication skills
  • Strong interpersonal skills; ability to deal with conflicts and diverse stakeholders
