About This Position
TJFACT is seeking a well versed and qualified Law Enforcement Advisor to support the Department of State - INL/AME office, at the U.S. Embassy Accra in Ghana. This position is equivalent to a Police Advisor Level 4.
This position provides a highly experienced, well qualified Law Enforcement Advisor (LEA) at the U.S. Embassy Accra to assist the INL Regional Director and INL Program Coordinator by advising, monitoring, and managing training. This position includes routine office work at the U.S. Embassy Accra; consultations and engagement with Ghanaian security services in the field, primarily in and around the Greater Accra Region; and consultations and engagement with other security service entities of countries in the region as assigned. The position requires close coordination with Ghanaian and Anglophone West African security services at the executive and mid-level leadership levels and providing technical advice to officers investigating cases with a strong U.S. nexus trained through the INL program.
Please note: This position is being recruited in support of a TPC proposal effort. Any offer of employment is contingent upon contract award and successful completion of all pre-employment requirements.
Key Responsibilities
Assess/Advise:
- Assist and coordinate technical expertise delivery to GPS, Economic and Organized Crime Office (EOCO), and Ghana Immigration Service (GIS) to develop capabilities to detect, investigate, and dismantle cybercrime operations, with a specific focus on scam centers.
- Assist with monitoring INL project implementation to inform and recommend policy and program interventions for INL Program Officer and INL Regional Director decision-making.
- Assess and report to INL Regional Director and INL Program Officer transnational organized crime threats harming Americans in collaboration with Ghanaian security services.
- Coordinate continual analysis as SME on law enforcement areas, institutional developments, and current events impacting national security service abilities and assess relevant impending criminal justice sector needs and obstacles to self-improvement. Communicate this information to the Ambassador/Chargé d'Affaires, other relevant U.S. Embassy officers, and INL's Washington DC-based program office. Analysis and evaluation will cover law enforcement agencies at the national and regional level, as well as specific municipal forces and specialized units.
- Assist with detailed assessment of law enforcement capabilities as directed to evaluate program design, scope, and implementation readiness.
- Disseminate pertinent information on security sector developments related to U.S. government priorities and activities to INL Program Officer and INL Regional Director.
- Coordinate with law enforcement from other regional countries to advance objectives in those countries as identified and assigned by the INL Regional Director or designee.
Program and Project Planning, Development, and Execution:
- Provide senior-level subject matter expertise in coordinating program planning, designing, technical assistance, and implementation.
- Assist senior-leadership in the development of program strategies and implementation.
- Identify, review, edit, evaluate, and draft, as necessary, law enforcement and security-related project proposals integrating SMART (Specific, Measurable, Achievable, Relevant, Time-bound) objectives and key performance indicators.
- Assist in the development of a strategic work plan to deliver targeted, case and program-based technical advising to Ghanaian and Anglophone West African security services to improve their capability to detect, investigate, and dismantle transnational organized crime, with a specific focus on maritime crime, counter narcotics trafficking, critical mineral supply chains vulnerabilities, and cybercrime.
- Provide ongoing guidance and practical learning opportunities to Ghanaian and Anglophone West African security services to develop and implement standard operating procedures, policies, reference materials, and best practices to strengthen their investigative capabilities and conduct complex cases.
- Identify and recommend priority training and strategic capacity needs with sustainment plans, including budget projections where feasible, used to design, adjust, and implement INL programs.
- Coordinate with INL stakeholders - to include Ghanaian and Anglophone West African beneficiaries, INL-funded implementing partners, and U.S. law enforcement - to monitor and report on significant developments in a timely manner, evaluate results, and support necessary mid-course adjustments specific to INL-funded programming.
- Assist with the design of INL regional law enforcement programming in other countries in the region as identified and needed.
End Use Monitoring:
- Assist with continuous oversight of INL-funded projects to ensure U.S. Government-provided commodities are used and maintained as intended and to flag for the End Use Monitor Coordinator any concerns regarding fraud, corruption, waste, or mismanagement.
- Accompany End Use Monitor Coordinator on formal End Use Monitoring site visits and support associated reporting requirements, as appropriate.
Briefing and Reporting:
- Under the direction of the INL Regional Director, prepare, coordinate, and ensure the timely issuance of one-time and periodic reports on INL-supported projects to include the impact of legislation and the political environment on national law enforcement development.
- Utilize DevResults to enter data call information such as, but not limited to contraband seizures, money laundering asset seizures and activities, and narcotics trafficking gathered from Ghanaian and Anglophone West African security services used in INL reporting products.
- Respond to inquiries and requests for information from INL Program Officer and INL Regional Director.
- Draft Assistant Secretary Daily Action Reports (ASDARs) and cables when directed by INL Regional Director or INL Program Officer.
- Under direction of INL Regional Director, prepare background materials and reports to be used by INL Regional Director and other U.S. government actors in preparing speeches, briefings, and testimonies to articulate INL engagement on security sector issues in Ghana and in Anglophone West Africa.
- Attend all required briefings and provide briefings as required on relevant lines of effort as directed by the INL Regional Director.
Coordination:
- Foster and maintain a professional network with security counterparts operating in Ghana and other Anglophone West African countries and assist gathering national statistics relevant to INL projects and required reporting, i.e. seizures, arrests, etc.
- Represent INL as directed by INL Regional Director for INL projects and meetings where participation is required.
- Serve as delegation lead or escort officer for official travelers and assist with arranging travel itineraries, as appropriate.
Working Responsibilities:
- Maintain situational awareness of Ghanaian and Anglophone West African law enforcement-related current events including daily news clips and proactively inquire more information from host government contacts when relevant to INL priorities and programming. Provide situational updates to INL Regional Director, as appropriate.
- Participate in INL and Embassy meetings, as scheduled.
- Uphold Leahy Vetting requirements for all foreign assistance training and materiel activities.
- Collaborate with INL Accra team on administrative tasks including, but not limited to, information sharing, record keeping, task coordination, local contacts identification, and scheduling management.
- Perform other delegated duties as assigned by INL Program Officer or INL Regional Director to support INL programs.
Required Qualifications
- U.S. Citizens, Third Country National (TCN), or Local National (LN)
- Bachelor's degree from an accredited institution in international relations, law enforcement, public policy or related field (Ten (10) years professional law enforcement experience can be substituted).
- At least twelve (12) years of experience with U.S. law enforcement or military, experience briefing in English, with demonstrated leadership responsibilities, decision-making, mentorship, and official report writing duties.
- Demonstrated experience working overseas in an Embassy environment.
- Three (3) years specialized experience depending on the position (e.g. intelligence, firearms, gangs, kidnapping, drugs, internal affairs).
- Knowledge of, and skill in, correct usage of English grammar, spelling, punctuation, capitalization, and style.
- 3/3 Level - Comfortable working in English at or above a level equivalent to a recognized foreign language proficiency measurement framework, such as the Foreign Service Institute's defined 3/3 level, defined as General Professional Proficiency. Demonstration or proof of language capability required, unless the individual is a native English speaker.
- Graduation from an accredited law enforcement academy or military training institution.
- Demonstrated basic computer skills and demonstrated proficiency in Microsoft Office products including but not limited to Word, Excel, Outlook, Teams, OneNote, and PowerPoint.
Preferred Qualifications
- Two (2) years of overseas experience advising and training foreign security partners or with international security sector reform in Africa or a developing country.
- Demonstrated experience writing training plans, statements of works, standard operating procedures, curriculum, and detailed instructions for law enforcement.
- Demonstrated ability to liaise and maintain ongoing professional network with local and international partners in culturally diverse and diplomatic environments.
- Demonstrated superior coordination, collaboration, interpersonal, oral, and written communication skills.
- Demonstrated familiarity with U.S. Leahy vetting law and requirements.
- Law Enforcement Instructor certification or adult-learning instruction equivalent certification.
- Three (3) years total of specialized experience in at least three (3) of the following law enforcement areas: operations, maritime police, counternarcotics, combatting transnational organized crime, investigative operations, cybercrime investigations, intelligence analysis, curriculum development, or training.
- Two (2) years of experience working in U.S. embassy environment.
- Prior experience supporting or working within the Department of State's International Narcotics and Law Enforcement Bureau.
- Served as an active-duty police officer within the past ten (10) years.
- Demonstrated experience monitoring and evaluation including developing unit standards and metrics.
- Ability to speak and read French.
