Job description

BlueForce Inc. is seeking for a Program Manager in support of the DoD English Language Training Program in Saudi Arabia.


*Position subject to contract award. Job descriptions and minimum requirements are subject to change.*


The Program Manager shall be the Contractor’s primary point of contact for all matters pertaining to the contract and shall bear ultimate responsibility for the ensuring requirements described in the contract are in compliance with established standards.


General Tasks and Responsibilities:

  • Must be able to manage the American English Language program and its contracted employees;
  • Supervise and direct all English Language Training (ELT) efforts.
  • Ensure SOPs, policies, and instructional practices are consistent and contribute to a uniform standard of training.
  • Provide regular report and updates on program performance, progress, and challenges.
  • Submit Program of Instruction (POI) to the Office of Program (OPM) and Defense Language Institute English Language Center (DLIELC) for review.
  • Conduct formal evaluations of instructors twice a year, at a minimum, using the DLIELC’s Instructor Performance Evaluation Rubric (IPER)
  • Ensure adherence to the Defense Language Institute English Language Center (DLIELC) standards.
  • Ensure there is an alternate Program Manager to act on behalf of the PM when required.

Minimum Qualifications:

  • US national.
  • Familiarity with Defense Department Data Sources such as cost and software data reporting, Earned Value Management (EVM), etc., OR a minimum of five (5) years of demonstrated experience, within the past ten (10) years, working as a Program Manager, preferably in language education or related fields.
  • Relevant experience speaking English and Arabic in a work environment.
  • Successful completion of twenty-four (24) semester hours in in relevant post-secondary education courses.


 Preferred Qualifications:

  • Bachelor’s degree in English as a Second Language (ESL), English as a Foreign Language (EFL), Linguistics, Foreign Languages, or Teaching English to Speakers of other Languages (TESOL).
