Job Summary: The Project Controls Engineer plays a vital role in supporting complex, multi-year efforts under the NNSA Defense Programs mission, including nuclear weapons design, development, and production modernization. This full-time, on-site role provides project planning, cost control, schedule integration, performance measurement, and financial reporting across high-visibility programs that contribute to the U.S. nuclear deterrent.


The ideal candidate brings strong technical capabilities in Primavera P6, Earned Value Management (EVM), cost estimating, and financial analysis, along with an understanding of the unique compliance and reporting requirements of DOE/NNSA-funded projects.


Key Responsibilities:


Scheduling & Integration (Primavera P6):



  • Support schedule development, updates, and analysis using Primavera P6, ensuring alignment with NNSA mission milestones.

  • Integrate engineering, manufacturing, and infrastructure timelines into a coherent Integrated Master Schedule (IMS) structure.

  • Coordinate closely with schedulers, CAMs, and technical leads to maintain schedule integrity and traceability to baseline.


Earned Value Management & Performance Analysis:



  • Assist in establishing and maintaining the Performance Measurement Baseline (PMB) in accordance with DOE/NNSA standards.

  • Track and analyze EVM metrics, including CPI, SPI, BAC, EAC, and VAC.

  • Generate and present performance data to stakeholders through regular Variance Analysis Reports (VARs), CPRs, and trend charts.

  • Collaborate with schedulers and cost estimators to ensure time-phased budget accuracy and consistency across WBS elements.


Cost Control & Estimating:



  • Support project cost estimating, budget formulation, and funding allocations for nuclear weapons-related efforts.

  • Analyze actual costs versus budgeted performance and recommend corrective actions where needed.

  • Develop Cost Breakdown Structures (CBS) and integrate with schedule and scope.

  • Assist in preparing government cost estimates (WDCR's, BCR's, etc.) and support contractor proposal evaluations.


Financial Management & Reporting:



  • Track expenditures and forecasts to ensure adherence to program budgets and funding ceilings.

  • Assist with financial data reconciliation between program control systems, general ledger, and external reporting tools.

  • Generate monthly, quarterly, and ad-hoc reports required by federal stakeholders, including performance briefings.

  • Monitor obligations, accruals, and expenditures in compliance with DOE/NNSA financial reporting requirements.


Project Controls Integration & Governance:



  • Ensure project controls processes are aligned with federal requirements and integrated across cost, schedule, and risk disciplines.

  • Support risk analysis and impact assessments to forecast cost and schedule impacts.

  • Contribute to baseline change control documentation and interface with Configuration Management (CM) and Document Control teams.

  • Assist in the development and maintenance of internal project controls policies, SOPs, and process improvements.


Security Clearance & Work Location Requirements:



  • U.S. Citizenship is required.

  • Must have an active DOE Q clearance, active DoD Top Secret (TS) clearance, or the ability to obtain a DOE Q clearance.

  • This is a full-time, on-site position at a secure government or contractor facility supporting NNSA Defense Programs. Remote work is not permitted.


Qualifications:



  • Bachelor's degree in Engineering, Construction Management, Finance, Project Management, or a related field.

  • 3-7 years of experience in project controls, cost analysis, or scheduling in a DOE/NNSA or federal environment.

  • Proficiency in Primavera P6 and MS Excel; experience with Deltek Cobra, Acumen, or similar tools preferred.

  • Working knowledge of Earned Value Management Systems (EVMS) and performance reporting per DOE/DoD guidelines.

  • Familiarity with DOE O 413.3B, budgeting and acquisition processes, and federal lifecycle reporting.


Preferred Qualifications:



  • Prior experience supporting NNSA nuclear weapons programs, or modernization infrastructure projects.

  • Experience supporting large capital acquisition or R&D efforts across the DOE/NNSA enterprise.

  • Certifications such as EVMP, CCP (AACE), PSP, or PMP.

  • Experience working with national laboratories or NNSA production agencies (LANL, SNL, Y-12, KCNSC, Pantex).

  • Experience with federally mandated reporting such as Contract Performance Reports (CPRs) and Integrated Program Management Reports (IPMRs).
