Job description

Summary The Deputy Elections Administrator is responsible for assisting with and overseeing the daily operations of the Elections Administration Department, including coordination of Voter Registrar duties and all election management activities for Tarrant County. This position provides executive-level operational and tactical leadership and exercises full authority in the absence of the Elections Administrator. Responsibilities include managing personnel, directing election logistics, ensuring legal compliance, overseeing technology and equipment deployment, coordinating poll worker operations, and maintaining the integrity and security of all election processes.

Supervisory Responsibilities: Supervises one or more employees in the Elections Administration and may oversee multiple operational teams during election cycle. Responsible for the overall direction, coordination, and evaluation of these employee(s). Carries out supervisory responsibilities in accordance with the county's policies and applicable laws.

Responsibilities include interviewing, hiring, and training employee(s); planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems. Essential Duties and Responsibilities Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions. Coordinates and oversees all operational functions of the Voter Registrar and Elections Administration, including voter registration processing, list maintenance, and election preparation.

Develops the annual department budget, including capital expenditures and operational costs. Directly supervises workgroup employees and oversees managers and supervisors across multiple operational units. Conducts management analyses to identify opportunities for improved service delivery and operational efficiency.

Maintains strong working relationships with county departments, state and federal agencies, municipalities, school districts, and other election partners. Manages vendor relationships related to election equipment, software, printing, and logistics.

Represents the department at meetings, public events, and on local or regional committees. Acts as a resource for staff regarding policies, procedures, and voter or election-related issues. Monitors staffing levels, equipment needs, and supply inventories to ensure readiness for all election activities.

Oversees comprehensive election operations, including warehouse activities, voting equipment programming, testing, deployment, retrieval, maintenance, and full logistical coordination. Ensures secure chain-of-custody and documentation for ballots, voting equipment, supplies, and sensitive election materials, maintaining integrity across all stages. Develops and executes election operational plans, including Early Voting, Election Day processes, provisional ballot review, central count operations, post-election audits, and ongoing process-improvement initiatives.

Ensures legal, security, and procedural compliance, including Texas Election Code requirements, federal and state directives, cybersecurity and physical security protocols, emergency response readiness, supply/ballot reconciliation, accurate results reporting, and management of Public Information Requests (PIRs). Performs other duties as assigned. Knowledge, Skills, & Abilities: Excellent customer service and communication skills, both verbal and written.

Ability to work in a fast-paced environment. Must be able to stay organized and know how to prioritize the workload. Ability to work independently and as part of a team.

Competency with computers and Microsoft Office 365 Suite. Advanced analytical, problem solving, and decision-making skills. Ability to interpret and apply election laws, policies, and procedures.

Strong leadership, training, negotiation, and conflict-resolution skills. Ability to communicate complex concepts to staff, stakeholders, and the public. Strong operational management skills, particularly in logistics, scheduling, and large-scale event coordination.

Minimum Requirements Bachelor's degree with six (6) years of management or supervisory experience of a government, public-facing, or operational/logistics-focused department or Associate's degree with seven (7) years of management or supervisory experience of a government, public-facing department or operational/logistics-focused. Valid and current driver's license required. Must meet the qualifications of a voter under Texas Election Code Section 12.006(e)

Preferred Requirements: Experience in election administration, voter registration, or government operations. Experience managing large-scale logistics, warehouse operations, or field operations. Experience with election equipment, voting systems, or ballot production.

Project management certification or experience. Experience working with state or federal regulatory compliance. Experience supervising large temporary or seasonal workforces.

Physical Demands and Work Environment & Other Requirements While performing the duties of this position, the incumbent may be required to bend, hear, keyboard, sit, stand, talk, work alone and with others, and work overtime. Must be able to lift up to 25lbs.
