Position: Career & Technical Education (CTE) Education Associate
Primary Function
The Career & Technical Education (CTE) Education Associate serves as a key district leader, providing strategic vision, coordination, and oversight for Career & Technical Education programming across grades 6-12. The position supports the development, implementation, expansion, compliance, and continuous improvement of high-quality CTE programs of study aligned to workforce needs, postsecondary opportunities, and the district's Strategic Plan. The CTE Education Associate collaborates with school leaders, teachers, district departments, the Delaware Department of Education, business and industry partners, and community organizations to ensure equitable student access to rigorous career pathways and meaningful Work-Based Learning experiences.
RESPONSIBILITIES:
  • Lead the continuous evaluation and improvement of district CTE programs of study to ensure relevance, quality, sustainability, student access, and alignment with workforce demands.
  • Coordinate district processes related to the addition, revision, or discontinuation of CTE programs of study in collaboration with school and district leaders.
  • Support schools in the successful implementation and launch of approved programs of study, including program planning, staffing considerations, equipment acquisition, instructional resources, and funding alignment.
  • Collaborate with district and school leadership to expand equitable access to high-quality CTE opportunities for all student populations.
  • Lead and manage the district's Federal Perkins Grant application process, including stakeholder collaboration, budget development, implementation oversight, and compliance monitoring.
  • Oversee the appropriate allocation and monitoring of state vocational (509) funds in accordance with state regulations and district priorities.
  • Identify, pursue, and manage additional grant opportunities and external funding sources that support innovative CTE programming and student opportunities.
  • Provide guidance and training to administrators and teachers regarding Perkins funding, vocational funding, and multi-year planning processes.
  • Support CTE educators in implementing high-quality instructional materials, industry-aligned curriculum, and pathway-specific instructional practices.
  • Coordinate and support required professional learning, certifications, and pathway-specific training for CTE educators.
  • Collaborate with instructional staff and administrators to strengthen instructional practices, student outcomes, and pathway completion rates.
  • Promote instructional innovation and alignment between secondary programming, postsecondary opportunities, and workforce expectations.
  • Ensure district compliance with all federal, state, and local regulations related to Career & Technical Education, including federal Perkins requirements, Delaware Programs of Study regulations, and Work-Based Learning regulations.
  • Coordinate the district CTE Unit Count process to ensure accurate reporting and funding generation.
  • Complete all required reports, applications, compliance documentation, and data submissions within established timelines.
  • Cultivate and sustain partnerships with business and industry leaders, postsecondary institutions, workforce agencies, community organizations, and the Delaware Department of Education.
  • Support the development of authentic Work-Based Learning opportunities, industry connections, student credentialing opportunities, and career exploration experiences.
  • Support district and school participation in state and national Career & Technical Student Organizations (CTSOs), including coordination of funding and logistics when appropriate.
  • Represent the district in regional and statewide CTE initiatives, meetings, and collaborative efforts.
  • Perform other duties as assigned by the Superintendent.

QUALIFICATIONS:
  • Master's in Education
  • Minimum five (5) years of successful teaching experience in 6-12 level.
  • CTE classroom experience preferred.
  • Knowledge of regulations that govern Career and Technical Education and its funding
  • Excellent communication, collaboration, and presentation skills
