Position Title: Education Associate, General Supervision IDEA and Academics
Reports To: Director, Exceptional Children Resources (ECR)
Description of Position: The Delaware Department of Education (DDOE) is responsible to monitor the implementation of IDEA which includes ensuring continuous improvement resulting in improved educational and functional outcomes for all children with disabilities and ensuring that the state and entities responsible for educating children with disabilities meets IDEA program requirements. The primary role of the Education Associate of General Supervision is to coordinate the DDOE's Multi-Tiered System of Results-Based Monitoring and Accountability. This position will work collaboratively within the Exceptional Children Resources with general supervision activities to include by are not limited to, participating in all general supervision responsibilities under IDEA and state regulations including compliance monitoring, needs based funding, Consolidated Grant process and State level verification activities. In addition, the Educational Associate will act as a liaison to LEA's in providing technical assistance and support regarding IDEA requirements. This position will also include representing the DDOE and Exceptional Children Resources on interagency workgroups and councils.
Major Responsibilities:
General Supervision IDEA
- Oversight and maintenance of the special education monitoring and general supervision system of results driven accountability.
- Coordinate and maintain a system of monitoring and state verification activities including, but not limited to, fiscal management, compliance monitoring of LEAs, monitoring of Needs-Based Funding, and IDEA LEA Annual Determination.
- Coordinate the submission of DDOE's SPP/APR to OSEP including establishing timelines/processes, working closely with indicator leads and data managers, and supporting data analysis and the development of individual indicator reports.
- Lead the ECR team in developing and maintaining policies, procedures, and practices to prepare for OSEP's Differentiated Monitoring of Delaware.
- Serve as liaison to the Accessible Instructional Materials (AIM) Center including monitoring of training for LEA staff and ensuring provision of services for students eligible for AIM.
- Serve as liaison to the Delaware Division for the Visually Impaired (DVI) including providing technical assistance to DVI relating to education issues, IDEA and state regulations, facilitating the VI Collaborative, facilitating the development and maintenance of the MOU between DVI, DOE and LEAs, managing sub-grant from IDEA funds, facilitating opportunities for DVI staff to provide feedback on Accessibility Guidelines and issues related to VI and AT, and providing technical assistance related to coordination of services between DVI and LEAs.
- Participate in all general supervision responsibilities under IDEA and state regulations including compliance monitoring and State level verification activities.
- Demonstrate knowledge and experience in developing IEPs.
Connect and Collaborate with Other State Education Offices, Programs, and Staff
- Collaborate across DOE workgroups to ensure equitable access to educational programs to promote student positive post school outcomes.
- Participate in all required general supervision activities to include on-site monitoring of private programs and providing technical assistance.
- Act as a liaison to LEAs in providing technical assistance and support regarding IDEA requirements.
- Represent the DOE and Exceptional Children Resources Group on interagency work groups and councils.
- Duties will include working with DOE colleagues presenting modules to various audiences, providing support and technical assistance around a variety of special education issues.
Essential Qualifications:
Education: Bachelor's degree in special education required. Master's degree in special education preferred.
Experience:
- Minimum of five (5) years successful teaching of students with disabilities.
- Firm knowledge of IDEA federal law and Delaware regulations specific to students with disabilities
- Experience in providing professional learning, technical assistance and/or coaching to teachers within a school system.
- Experience in best practices of Professional Development with Adult Learners
Skills:
- Must have excellent oral and written communication skills.
- Must be proficient in performing responsibilities with minimal supervision.
- Must be skilled in setting priorities, working under pressure, and working in collaboration with others.
- Must be able to proactively solve problems with professionalism.
- Must possess excellent interpersonal skills and the ability to deal with staff in a tactful, congenial, and personal manner.
- Must understand the Department's organizational aims and objectives.
- Must be experienced in exercising discretion and confidentiality in all professional duties.
Salary:
Salary Range: $103,434.11-154,081.16 annually. The final salary will be determined based on the candidate's education and experience in accordance with the Department of Education's compensation policy. The position includes a comprehensive benefits package including health, dental, and vision insurance, participation in the state retirement program, annual, sick, and personal leave, and supplemental benefits options. Direct deposit of payroll checks is a condition of state employment, and employees are paid on a lag pay schedule with the first payment made after approximately one month of employment.
