Job description

JOB SUMMARY

 

The Project Engineer is a responsible for overseeing design, construction, and management of land development and capital improvement projects as well as performing technical reviews for public and private sector land development projects.

ESSENTIAL JOB FUNCTIONS:
  • Conduct independent reviews of land development plans and stormwater drainage reports.
  • Administer the application of stormwater regulations and the enforcement of land development standards.
  • Analyze and assess stormwater calculations, which requires an understanding in modeling hydraulic and hydrology computer programs.
  • Assist, when needed, with field review of projects to ensure compliance to approved plans, codes, ordinances and specifications.
  • Attend town, staff and community meetings.
  • Coordinate public information meetings for Town projects.
  • Respond to citizen and engineer inquiries and coordinate among departments and divisions to resolve issues.
  • Consult and coordinate with other departments as well as local, state and federal agencies, particularly on stormwater and drainage projects.
  • Perform periodic oversight of contractors.
  • Coordinate project information with other Town departments.
  • Respond to citizen inquiries concerning projects.
  • Perform construction, stormwater, geotechnical, and underground utility engineering tasks
  • Performs other related assigned duties.

Development Review Team (DRT) specific essential job functions:

  • Ensure DRT technical review process remains efficient.
  • Conduct technical stormwater hydraulic and hydrology reviews to ensure compliance with local, state and federal Land Development, Zoning and Stormwater Regulations.
  • Supervise the Development Services Coordinator for DRT and assists with functions of the coordinator as needed.
  • Facilitate and advance implementation of environmental best practices as well as low impact development practices during project and development reviews
  • Lead a team with various technical disciplines and collaborate with others to achieve compliance with development and regulatory standards and raise the standards for site and project design.
  • Work as a team member by conducting stormwater and site plan reviews.
  • Provide meaningful commentary that leads applicants to solutions.
  • Conduct periodic audits on the program by solicitating outside feedback.
  • Monitor and track new development and permitting duration to evaluate the program performance.

Capital Improvement Program (CIP) specific essential job functions:

  • Oversee planning, design engineering, bidding and construction management of stormwater Capital Improvement Program projects.
  • Manage and direct consultants to ensure contractual obligations are met and that project efforts are an efficient and effective use of public funds.
  • Prepare proposal documents for engineering contractual services.
  • Coordinate stormwater projects and other projects with federal, state, regional and county agencies.
  • Prepare studies, develop cost estimates and research assigned projects.
  • Coordinate Town projects with private, state and county projects.
  • Supervise the Stormwater Field Inspectors.
MINIMUM REQUIREMENTS TO PERFORM WORK:
  • Bachelor’s degree in Civil or Environmental Engineering with four (4) to six (6) years of engineering design experience;
  • Or equivalent combination of education and experience;
  • Engineer in Training (EIT) Certificate required, with attainment of a South Carolina Professional Engineering (PE) License within two (2) years of hiring; and
  • Valid South Carolina driver’s license.

KNOWLEDGE, SKILLS AND ABILITIES:

  • Knowledge of stormwater engineering standards and design for land development;
  • Knowledge of hydrology and hydraulic calculations, Federal Highway Administration Hydraulic methods, such as SCS, and regression and rational methods for peak flows;
  • Broad knowledge of the project development aspects and processes to include necessary permitting and approval requirements;
  • Familiarity with roadway inspection, testing and pavement rehabilitation techniques.
  • Skill in the use of computers;
  • Skill in being well organized;
  • Skill in the use of communication;
  • Ability to effectively present technical engineering concepts to a variety of audiences.
PHYSICAL REQUIREMENTS:

While performing the duties of this job, the employee is regularly required to talk or hear. Specific vision abilities required by this job include close vision, distance vision, usage of computers and reading.

This position requires substantial repetitive motion of wrists, hands, and fingers. The employee is frequently required to stand; walk; use hands to finger, handle, grasp or feel; and reach with hands and arms.

The employee consistently maintains balance either sitting, standing or walking and is occasionally required to stoop or crouch. The employee may occasionally push, pull or lift and move objects up to 10 pounds. There may be need to stretch and reach to retrieve materials.

The work requires some agility and physical strength, such as moving in or about construction sites or over rough terrain or standing or walking most of the work period. Occasionally, work may require lifting heavy objects and carrying them (up to 50 lbs.). There may be need to stretch and reach to retrieve materials. Usually, the work does not require extended physical effort over a significant portion of the workday.

Travel, particularly during adverse weather conditions and troublesome road conditions and, at times, during the evening is required.

WORK ENVIRONMENT:

The work environment involves everyday discomforts typical of offices, with occasional exposure to outside elements. Noise or physical surroundings may be distracting, but conditions are generally not unpleasant. Work may also involve occasional mental stress, such as completing several unrelated tasks within a relatively short period of time. Some travel is required. Employee will be required to work beyond normal business hours in response to natural disasters, emergencies, Town special events, or to attend evening meetings.
