Job description

Dynamis is seeking a Deputy Project Manager to support the Federal Emergency Management Agency's (FEMA) implementation of the National Preparedness System (NPS) and National Incident Management System (NIMS).The DPM will assist the PM in providing oversight of a multidisciplinary team tasked with developing materials to support NIMS implementation, developing and producing new or updated NIMS resource typing documents, supporting the development of the National Qualification System (NQS), and developing and implementing a strategy to collect and analyze preparedness data across FEMA's National Integration Center's (NIC) program areas.

These focus areas are central to the nation's ability to build, sustain, and deliver core capabilities in support of the National Preparedness Goal and System. NIMS resource typing and NQS documents are essential to ensuring the maximum level of mission readiness at the local, state, tribal, territorial, and federal levels for day-to-day mutual aid and preparedness for major disasters. The DPM will provide the NIC with technical, administrative, and programmatic support, including project coordination and administrative assistance, document development and technical writing and editing, communications, information and document management, and quality assurance/quality control (QA/QC).

Requirements:

  • U.S. Citizenship
  • Minimum of three years of recent experience managing a contract of scope and complexity
  • Bachelor's degree
  • Demonstrated ability to manage multiple complexes, time-critical support activities simultaneously, including technical/data processing activities
  • Outstanding written and oral communication skills
  • Ability to anticipate support needs to develop and execute detailed project work plans for addressing those needs
  • Ability to obtain and maintain FEMA suitability clearance

Responsibilities:

  • Assist the PM with oversight of a team of subject matter experts (SMEs), analysts, and support staff in supporting implementation of NIMS and NQS; development of NQS resource typing documents; NIC communications; data collection, analysis, and visualization; workshops, meetings, and training support; and technical writing and editing.
  • Assist the PM with contract management, delivery, and client relations.
  • Oversee staffing and performance, Dynamis project management tasks, and other administrative support requirements.
  • Manage financial and other business metrics necessary to effectively execute the contract, such as cost controls and monthly reporting.
  • Oversee critical business tasks, including maintaining and reporting cost controls, project controls, and plans; recruiting, staffing, and personnel management; and other corporate administrative requirements.
