Position Overview

LRS Federal is seeking an experienced and certified Construction Project Manager to oversee the Construction Management Services for a Federal building -HVAC, and Electrical Upgrade project. The ideal candidate will act as the primary liaison between federal stakeholders, design-build contractors, and our corporate team, ensuring compliance with federal guidelines while managing project schedule, costs, and quality.


Mandatory Qualifications ("Must-Haves")

Candidates who do not meet all of the following criteria will not be considered:

  • Experience: Minimum of five (5) years of experience successfully managing federal construction projects similar in size, scope, and complexity (specifically building envelope, MEP, and electrical infrastructure modernizations).
  • Certification: Active Project Management (PM) Certification from an accredited organization (e.g., PMP from Project Management Institute or CCM from CMAA).
  • Design-Build Expertise: Direct, proven experience managing Design-Build (DB) contracts valued at $15 Million+.
  • Federal Agency Experience: Explicit history of managing General Services Administration (GSA) projects and a deep familiarity with GSA PBS Core Building Standards.\


Key Responsibilities

  • Contract & Construction Oversight: Serve as the Construction Manager Advisor (CMa) overseeing day-to-day construction observation, contract management, and general administrative support activities.
  • Technical Monitoring: Closely monitor and evaluate progress on critical path work items, including structural exterior envelope repairs, window replacements, HVAC system modernization (chillers/controls), and building automation/electrical upgrades.
  • Financial & Schedule Controls: Lead cost estimation reviews, value engineering efforts, and meticulous schedule management functions to keep the project on time and within the $15M+ scope.
  • Stakeholder Alignment: Facilitate seamless communication, status reporting, and change-order management between the GSA Public Buildings Service (PBS) personnel and the design-build contractor.
  • Compliance & Safety: Ensure all executed work matches strict federal specifications, structural stabilization rules, and environmental/sustainability mandates.


Technical & Professional Skills

  • Strong competency in construction management software (e.g., Procore, Primavera P6, MS Project).
  • Exceptional risk-management skills, particularly regarding unforeseen conditions in occupied, historic, or sensitive federal footprints.
  • Deep understanding of HVAC/MEP systems, ballistic protections (Level III protocols), and high-efficiency building envelopes.
  • Ability to pass a federal background check/suitability clearance required for accessing GSA properties.
