Duties & Responsibilities:

  • Security Specialist I - Badging and Credentialing Specialist review and confirm scheduled badge issuance and badge finalization appointments.
  • Security Specialist I initiate and review completed eApp forms for accuracy with necessary follow-up for corrections/clarifications/additions and/or contacting individuals who have not returned their security forms in a timely manner.
  • Security Specialist I record all eApp initiations, reinitiations, completed reviews, and releases to the investigative service provider in the personnel case management system.
  • Perform all necessary in-processing of an individual scheduled to receive a badge, including:
    • Capturing the individual's fingerprints with appropriate device.
    • Capturing the individual's photograph.
    • Preparing the individual's badge record (consists of electronic components) for automated transfer to the HSPD-12 central badging office (GSA/USAccess).
    • Issuing a "temporary" badge to the individual using the SOC badging workstation and placing the appropriate access control permissions on the "temp" badge.
    • Tracking all individuals who have; 1) been processed for an HSPD-12 credential, and 2) have received a "temp" badge, as well as the status of files sent to the HSPD-12 central badging office (GSA/USAccess), or who were scheduled for badge processing, but for any reason were not provided a badge.
  • Record receipt of HSPD-12 badges from vendor in the personnel case management system and notify individuals to schedule a visit to the Badge Office to complete "finalization" procedures and return of the "temp" badge.
  • Assist with the required "finalization" process for badge issuance.
  • Establish and maintain a record of the access level granted to each individual badge.
  • If required, develop training manuals and provide training on the FCC Badge System.
  • Handle customer walk-ins and telephone inquiries regarding security issues.
  • Handle and process classified (up to the Secret level) and sensitive unclassified documents, to include inventory, accountability, dissemination, and destruction.
  • Organize and maintain office keys as directed and distribute keys under established procedures.
  • Security Specialist I perform additional security duties as required to meet the SOC's operational needs, including, but not limited to attending meetings; providing information to internal and external requests; conducting security-related research; updating data in the personnel management case system; and information gathering and exchange via telephone, internet, and mail.
  • Other duties as assigned.

Knowledge, Skills, and Abilities (KSAs):

  • Must be proficient in the MS suite of office automation software (Word and Excel).
  • Possess interpersonal communications skills.
  • Possess excellent customer service capabilities.
  • Ability to perform general administrative management tasks as needed.

Minimum/General Experience:

  • Must have a minimum of two (2) years of experience in the area of personnel security
  • Demonstrated experience in federal credentialing (HSPD-12) and access control systems

Minimum Education:

  • Must possess at least a high school diploma or GED equivalent
